Job Summary:

This position is responsible for managing the full cycle of recruiting by sourcing, assessing, interviewing, presenting, and closing qualified candidates. The ideal candidate will have a strong understanding of human resources principles and practices, as well as excellent communication and interpersonal skills.

Key Responsibilities:

* Recruits, interviews, and facilitates the hiring of qualified job applicants for open positions
* Collaborates with departmental managers to understand skills and competencies required for openings
* Develops, facilitates, and implements all phases of the recruitment process
* Collaborates with hiring managers to understand the requirements, duties, and qualifications desired for the specified vacant position(s)
* Collects and analyzes data to maintain current understanding of fair and competitive market salaries, candidate availability, and demand for candidates in particular fields
* Screens candidates, selects qualified and interested candidates for the interviewing phase, and then connects viable candidates with hiring managers
* Check candidate's references and credentials, verifying experience and backgrounds
* Advises candidates on the interview and hiring process
* Identifies and implements efficient and effective recruiting methods and strategies based on the available role, industry standards, and the needs of the organization

Requirements:

* BA/BS degree or a minimum of 3 years' experience demonstrating increased responsibility handling a wide range of human resources issues
* PHR, CPHR, SPHR certification, supervisory experience preferred
* Excellent verbal and written communication skills, good presentation skills, and ability to interpret and analyze data
* Ability to work independently, exhibit discretion, and uphold confidentiality
* Ability to build relationships and bridge all levels of the Agency
