We are seeking a highly skilled and experienced Broadband Grants Manager Lead to join our team at ICF. As a key member of our grant management team, you will play a critical role in supporting our broadband work across the United States.
Key Responsibilities- Lead the implementation of IIJA BEAD-funded broadband programs, working closely with program staff to ensure timely completion and compliance.
- Contribute to the design and implementation of broadband programs, with a focus on grants management and compliance.
- Coordinate with program divisions and leadership to ensure consistency and compliance program-wide.
- Ensure client and sub-awardee compliance with federal regulations, including 2 CFR 200, IIJA, BEAD, and ARPA requirements.
- Support the development of resources, reports, policies, and procedures to encourage broadband infrastructure development.
- Collaborate with state and federal agencies, local governments, and other stakeholders to contribute to the development of broadband initiatives.
- Implement and lead a rigorous QA/QC process to ensure high-quality service and deliverables.
- Prepare agendas, biweekly status reports, and follow-up actions for meetings with external clients and client vendors.
- Document processes for internal and external audiences, and provide technical assistance to stakeholders on grant management.
- Bachelor's degree or advanced degree in Business Management, Public Policy, Telecommunications, Business Administration, Public Administration, or a related field.
- 3+ years of experience in federal or state grants management.
- 2+ years of experience in broadband telecommunications or government programs.
- Familiarity with National Telecommunications and Information Administration (NTIA), and Infrastructure Investment Jobs Act (IIJA) compliance and regulations.
- Expert problem-solving capabilities and ability to learn quickly and apply knowledge to unique circumstances.
- Understanding of 2 CFR 200 (especially cost-sharing and matching).
- Familiarity with QuickBase, Salesforce or similar platforms.
- Experience working within a Federal, State, or City Grant Management or Grant Administration role.
- Knowledge of IIAJ, BEAD, and FCC programs.
- Previous experience supporting broadband initiatives.
