GAI Consultants, Inc. is in search of a Cultural Resources Project Manager (Principal Investigator) with specialized knowledge in the southwestern region of the United States, particularly in Texas, New Mexico, Louisiana, and Oklahoma. This role involves collaborating with the cultural resources director to provide expert guidance to GAI's internal teams and clients regarding cultural resource management services, while ensuring high-quality client relations and expanding GAI's cultural resource offerings.

Key Responsibilities:

  • Oversees GAI personnel and subcontractors conducting cultural resource assessments, including records reviews, archival research, ethnographic studies, field surveys, testing, report generation, and consultations with agencies and Tribal entities to ensure compliance with the National Historic Preservation Act (NHPA) and associated regulations.
  • Offers timely and proactive support to GAI staff, subcontractors, and clients in navigating complex cultural resource challenges, leveraging technical expertise.
  • Assists the director in crafting solutions for regulatory challenges related to NHPA compliance (Sections 106 and 110).
  • Identifies and communicates potential project limitations during the planning stages.
  • May act as the primary liaison between GAI and regulatory bodies (e.g., State Historic Preservation Offices, Federal/State Land Managers, Federal Energy Regulatory Commission) as well as Tribal interests.
  • Supports the director and project manager in effectively integrating GAI's cultural resource personnel and subcontractors into both internal and external project teams.
  • Collaborates with the director, project managers, and other team members to prepare proposals and manage budgets, scopes, and timelines.
  • Must be prepared to travel to various project sites (including extended and overnight stays) up to 50% of the time, as project and client needs dictate.
  • Willingness to work flexible hours and overtime to accommodate projects and clients across multiple time zones.
  • Develops and presents technical papers at least twice annually (one at the state level and one at a regional/national conference) and stays current in relevant technical fields.
  • Works with other departments to create and implement marketing strategies aimed at growing the cultural resources division and supporting GAI's overall business objectives.

Qualifications (Experience, Education, and Skills Required):

  • Master's degree in archaeology or a related discipline, with a minimum of 12 years of extensive experience in cultural resource management and consulting.
  • Must be registered in the Register of Professional Archaeologists.
  • Comprehensive understanding of the multi-disciplinary aspects of the cultural resource field (including history, archaeology, historic architecture, ethnography, and archival studies).
  • In-depth knowledge of federal and state cultural resource legislation, including the NHPA and the Archaeological Resources Protection Act.
  • Demonstrates an understanding of the interplay between federal actions and the NHPA, as well as how the NHPA interacts with other environmental regulations like the National Environmental Policy Act and the Clean Water Act.
  • Familiarity with archaeological issues and methodologies specific to the southwestern United States and the ability to obtain at least two Principal Investigator permits at state and federal levels upon hiring.
  • Proven ability to fulfill Principal Investigator responsibilities from inventory through data recovery projects.
  • Demonstrated leadership capabilities with direct supervisory experience.
  • Effective oral and written communication skills for interactions with staff, peers, clients, and management.
  • Strong organizational skills and the ability to prioritize tasks for oneself, GAI staff, and subcontractors.

Experience Requirements:

  • 12+ years of relevant experience.

Educational Background:

  • Master's degree in Anthropology, Archaeology, History, Historic Preservation, American Studies, or a related field; must be a Registered Professional Archaeologist.

Certifications:

  • Possesses or can obtain at least two Principal Investigator permits at state and federal levels upon hiring.
  • Registered Professional Archaeologist.
  • Meets Secretary of Interior qualifications as an Archaeological Principal Investigator.
  • Valid Driver's License.

Technical Responsibilities:

  • Advanced knowledge of the NHPA and National Environmental Policy Act, with a solid grasp of artifacts and soils, report writing for archaeological investigations, and data synthesis.
  • Good understanding of archaeological literature and proposal writing (scope of work, budgets, etc.), coordinating with clients and government agencies.
  • GIS knowledge is preferred; serves as a Principal Investigator and/or project manager, meeting or exceeding Department of Interior standards.

Project Management:

  • Responsible for task management, ensuring adherence to deadlines and project scope.

Management and Supervision:

  • Supervises junior staff to ensure completion of assigned tasks while maintaining GAI's procedures, protocols, and project budgets.
  • Provides oversight for preparing and monitoring scopes, budgets, and schedules for specific project tasks.
  • Monitors project financials with guidance from the Cultural Resources Manager.

Communication and Leadership:

  • Possesses strong oral and written communication skills; interacts effectively with staff, clients, project managers, and various departmental managers.
