GAI Consultants, Inc. is in search of a Cultural Resource Management Lead (Principal Investigator) with specialized knowledge in the southwestern region of the United States, encompassing Texas, New Mexico, Louisiana, and Oklahoma. This role involves collaborating with the cultural resources director to provide expert guidance to GAI's internal teams and clients regarding cultural resource management services, while ensuring high-quality client interactions and fostering the growth of GAI's cultural resource division.

Key Responsibilities:

  • Oversees GAI personnel and subcontractors tasked with conducting cultural resource assessments, archival research, ethnographic studies, field surveys, testing, report preparation, and consultations with agencies and Tribal entities, ensuring compliance with the National Historic Preservation Act (NHPA) and associated regulations.
  • Offers timely and proactive support to GAI staff, subcontractors, and clients to navigate intricate cultural resource challenges requiring technical expertise.
  • Assists the director in formulating strategies to address regulatory challenges related to NHPA compliance (Sections 106 and 110).
  • Identifies and communicates potential project limitations during the planning stages.
  • May act as the primary liaison between GAI and regulatory bodies (such as State Historic Preservation Offices, Federal/State Land Managers, and Tribal interests).
  • Supports the director and project manager in effectively integrating GAI's cultural resource personnel and subcontractors into both internal and external project teams.
  • Collaborates with the director, project managers, and other team members to develop proposals and maintain oversight of budgets, scopes, and timelines.
  • Willingness to travel to various project sites (including extended and overnight stays) up to 50% of the time, as dictated by project/client needs.
  • Flexibility to work varied hours and overtime to accommodate projects and clients across multiple time zones.
  • Responsible for developing and presenting technical papers at least twice annually (one at the state level and one at a regional/national conference) and staying current in relevant technical fields.
  • Works with other GAI departments to create and implement both short- and long-term marketing strategies to enhance the cultural resources division and support GAI's overall business objectives.

Qualifications (Experience, Education, and Skills Required):

  • Master's degree in archaeology or a related discipline, with a minimum of 12 years of extensive experience in cultural resource management and consulting.
  • Must be listed in the Register of Professional Archaeologists.
  • Comprehensive understanding of the multidisciplinary aspects of the cultural resource profession, including history, archaeology, historic architecture, ethnography, and archival research.
  • Expertise in federal and state cultural resource legislation, including the NHPA and the Archaeological Resources Protection Act.
  • Understanding of the relationship between federal actions and the NHPA, as well as how the NHPA interacts with other environmental regulations such as the National Environmental Policy Act and the Clean Water Act.
  • Knowledge of archaeological issues and methodologies specific to the southwestern United States, with the ability to obtain at least two Principal Investigator permits at state and federal levels upon hiring.
  • Demonstrated ability to perform Principal Investigator duties across various project phases, from inventory to data recovery.
  • Proven leadership skills with direct supervisory experience.
  • Effective oral and written communication skills for interaction with staff, peers, clients, and management.
  • Strong organizational and interpersonal skills, with the ability to prioritize tasks for oneself, GAI staff, and subcontractors.

General Characteristics:

  • Ability to deliver impactful presentations, write articles for publication, and establish a reputation in the industry as a Cultural Resources Expert.
  • Exceptional writing and organizational skills, with a capacity to mentor junior staff in proposal and report writing.

Minimum Experience:

  • 12+ years of relevant experience.

Education:

  • Master's degree in Anthropology, Archaeology, History, Historic Preservation, American Studies, or a related field; must be a Registered Professional Archaeologist.

Certifications:

  • Must hold or be able to obtain at least two Principal Investigator permits at state and federal levels upon hiring.
  • Registered Professional Archaeologist status.
  • Meets Secretary of Interior qualifications as an Archaeological Principal Investigator.
  • Valid Driver's License.

Technical Responsibilities:

  • Advanced knowledge of the NHPA and National Environmental Policy Act, along with a solid understanding of artifacts and soils, report writing for archaeological investigations, and data synthesis.
  • Proficient in archaeological literature and proposal writing (scope of work, budgets, etc.), with experience coordinating with clients and government agencies.
  • GIS knowledge is preferred; serves as a Principal Investigator and/or project manager, ensuring compliance with Department of Interior Standards.

Project and Task Management:

  • Accountable for task management, ensuring adherence to deadlines and project scope.

Management, Supervision, and Guidance:

  • Supervises junior staff to ensure task completion while maintaining GAI's procedures, protocols, and project budgets.
  • Provides oversight for preparing and monitoring scopes, budgets, and schedules for specific project tasks.
  • Monitors project financials with guidance from the Cultural Resources Manager.

Communication, Teamwork, and Leadership:

  • Possesses strong oral and written communication skills, interacting effectively with staff, clients, project managers, and various departmental managers.
