Salary: $4,500.00 - $5,500.00 for Environmental Protection Specialist III/IV or $5,000.00 - $7,000.00 for Architect I/II (based on experience, skills, and licensure)

Job Objective: The role involves executing intricate architectural support and preservation tasks linked to state and federal historic tax credit initiatives. This position is part of a dedicated team within the Division of Architecture (DOA) at the Texas Historical Commission (THC). Responsibilities include evaluating program applications for adherence to the Secretary of the Interior's Standards for Rehabilitation, offering technical guidance to applicants and the public, and aiding in program management and outreach.

Essential Duties:

  • Assess architectural projects under the Texas Historic Preservation Tax Credit program for compliance with established standards and program regulations, providing feedback on approval conditions.
  • Evaluate projects under the Federal Investment Tax Credit program, ensuring they meet the necessary standards and guidelines.
  • Deliver expert consultation to applicants and stakeholders regarding program requirements and standards through various communication methods.
  • Engage with architects and property owners to assess project conditions and clarify programmatic needs and applicable regulations.
  • Facilitate negotiations among stakeholders to resolve issues related to project scope and compliance.
  • Maintain regular communication with the National Park Service to ensure consistent application of preservation standards and address any concerns.
  • Collaborate closely with team members and agency leadership on significant projects.
  • Coordinate with other divisions within THC to align tax incentive programs with broader economic development goals.
  • Prepare documentation related to historic tax credit programs, including project summaries and technical guidance for various publications.
  • Assist in program administration tasks, including file management and database updates.
  • Conduct workshops and presentations on tax credit programs for various audiences.
  • Engage with local preservation organizations to promote program achievements.
  • May assist in training new team members.
  • Adhere to established work schedules and maintain regular attendance.
  • Follow all safety and ethical guidelines as mandated by THC.

Qualifications:

  • Master's degree in historic preservation, architectural history, or a related field; or a professional architecture degree from an accredited institution with coursework in historic preservation.
  • At least two years of professional experience in historic preservation projects.
  • Compliance with the Secretary of the Interior's Historic Preservation Professional Qualifications Standards.
  • Proficiency in architectural procedures and standards for historic properties.
  • Experience collaborating with architects and property owners on preservation projects.
  • Strong public speaking and writing capabilities.
  • Valid driver's license and acceptable driving record.
  • Willingness to travel as required.

Preferred Qualifications:

  • Experience in preparing technical documentation for historic preservation.
  • Familiarity with state and federal tax credit programs.
  • Knowledge of regulatory project review processes related to historic preservation.

Knowledge, Skills, and Abilities:

  • Understanding of architectural principles and construction methods.
  • Familiarity with historic and modern building materials.
  • Knowledge of relevant preservation laws and building codes.
  • Ability to interpret architectural drawings and specifications.
  • Strong customer service skills.
  • Proficient in using computer software for documentation and analysis.
  • Ability to analyze complex issues and propose effective solutions.
  • Capacity to work independently and as part of a team.
  • Excellent communication skills with a focus on sensitivity and diplomacy.
  • Ability to maintain confidentiality and exercise sound judgment.

Work Environment: The position primarily involves office work but may require field assessments, including exposure to environmental allergens. Physical demands include sitting for extended periods, occasional lifting, and travel as necessary.
