Job Objective: The role involves conducting intricate architectural assessments and preservation activities linked to state and federal historic tax credit initiatives. This position is part of a collaborative team within the Division of Architecture at the Texas Historical Commission. Responsibilities include evaluating program applications for adherence to established rehabilitation standards, offering expert guidance on program regulations, and aiding in program management and outreach.

Key Responsibilities:

  • Assess architectural projects under the Texas Historic Preservation Tax Credit program for compliance with rehabilitation standards and program guidelines.
  • Evaluate projects under the Federal Investment Tax Credit program, ensuring they meet required standards and guidelines.
  • Provide expert consultation to applicants and stakeholders regarding program requirements and standards through various communication methods.
  • Engage with architects and other professionals to evaluate project conditions and understand relevant codes and requirements.
  • Facilitate discussions with stakeholders to resolve project-related disputes effectively.
  • Maintain regular communication with the National Park Service to address preservation standards and project concerns.
  • Collaborate closely with team members and agency leadership on significant projects.
  • Coordinate with other divisions within the Texas Historical Commission to align on economic development goals.
  • Prepare informative materials about the historic tax credit programs for various platforms.
  • Assist in program administration, including file management and reporting.
  • Conduct workshops and presentations to educate communities and professionals about tax credit programs.
  • Promote program achievements through engagement with local preservation organizations.
  • May assist in training program staff.
  • Adhere to established work schedules and safety protocols.

Qualifications:

  • Master's degree in historic preservation, architectural history, or a related field; or a professional architecture degree from an accredited institution.
  • At least two years of professional experience in historic preservation projects.
  • Familiarity with the Secretary of the Interior's Historic Preservation Professional Qualifications Standards.
  • Experience in applying rehabilitation standards to historic properties.
  • Proven ability to work collaboratively with architects and property owners.
  • Strong public speaking and writing skills.
  • Valid driver's license and acceptable driving record.
  • Willingness to travel as required.

Preferred Qualifications:

  • Experience in preparing technical documentation for historic preservation.
  • Knowledge of state and federal tax credit programs.
  • Experience with regulatory project reviews related to historic preservation laws.

Skills and Abilities:

  • Understanding of architectural principles and construction methods.
  • Knowledge of historic preservation laws and building codes.
  • Ability to analyze and interpret architectural plans.
  • Strong customer service skills.
  • Ability to work under pressure and meet deadlines.
  • Excellent communication skills, both written and verbal.

Work Environment: The position primarily involves office work but may require site visits, which could involve exposure to environmental allergens. The role may require lifting items up to 30 pounds and extended periods of computer use.
