GENERAL OVERVIEW: This role is essential for the precise and prompt preparation, processing, and upkeep of utility billing documentation. The position demands meticulous attention to detail, exceptional customer service abilities, and the capacity to handle multiple responsibilities efficiently. The Utility Billing Specialist operates under the supervision of the Finance Director.

KEY RESPONSIBILITIES:
  • Collects, organizes, and reconciles all payments received via mail, in-person, or electronically.
  • Addresses customer inquiries related to utility billing, payments, and services.
  • Effectively resolves billing discrepancies and disputes in a timely and professional manner.
  • Maintains comprehensive records of all transactions and communications.
  • Assists customers with account updates and inquiries.
  • Monitors work orders and collaborates closely with the service department.
  • Prepares, verifies, and updates monthly billing cycles and final statements. Provides training and support to new team members as necessary.
  • Participates in team meetings and contributes to departmental improvements.
  • Handles the main telephone line for the City, routing incoming calls efficiently and professionally.
  • Receives, posts, and distributes departmental correspondence.
  • Provides notary services as required.
  • In-office attendance is mandatory.
  • This position may be classified as mission-critical by the Department Director.
ADDITIONAL DUTIES:
  • Performs related tasks as needed.
QUALIFICATIONS (EDUCATION, TRAINING, & EXPERIENCE):
  • High school diploma or an acceptable equivalent.
  • One (1) year of relevant experience in administrative roles.
An equivalent combination of education, training, and experience that equips the candidate with the necessary knowledge, skills, abilities, and competencies for success in this position may be considered.

SPECIAL REQUIREMENTS:
  • Must possess a valid driver's license.
  • Must maintain a valid telephone number.
  • Florida Public Notary certification is required.
KNOWLEDGE, SKILLS, AND ABILITIES:
  • Customer Service — Understanding of principles and processes for delivering customer and personal services, including customer needs assessment and quality standards.
  • Clerical Skills — Familiarity with administrative, bookkeeping, and clerical procedures and systems, including word processing and record management.
  • Proficient in computer usage, office terminology, practices, and procedures.
  • Ability to comprehend and follow both oral and written instructions.
  • Capable of performing rapid and accurate mathematical calculations.
  • Ability to collaborate effectively with colleagues and the public.

LICENSES, CERTIFICATION, OR REGISTRATION:
  • Valid Florida Driver's License.

ESSENTIAL PHYSICAL SKILLS:
  • Requires sedentary work that involves occasional walking or standing, exerting up to 10 pounds of force regularly, and routine keyboard operations.

WORK ENVIRONMENT:
  • This position does not expose the employee to significant environmental hazards; it involves working in both bright and dim lighting conditions.
