The **Information Security Specialist** will be tasked with responsibilities related to **Assessment & Authorization (A&A)** to ensure that designated DoD and DoN systems, enclaves, and networks can secure and sustain **Authorization to Operate (ATO)** and **Authorization to Connect (ATC)** certifications.

In this capacity, the **Information Security Specialist** will engage in risk evaluations of information systems to pinpoint vulnerabilities, risks, and necessary cyber protection measures.

Develop **Risk Management Framework (RMF)** documentation, including system security plan artifacts such as hardware/software inventories, topology diagrams, **Privacy Impact Statements (PPS)**, vulnerability management strategies, incident response protocols, contingency plans, system **Plan of Actions and Milestones (POA&M)**, and **Information Security Continuous Monitoring (ISCM)** strategies, along with all other mandated artifacts that form the **Security Authorization Package**.

Furthermore, the individual will act as an **Information Systems Security Officer (ISSO)**, conducting technical security evaluations of computing environments to identify vulnerabilities, non-compliance with established cybersecurity standards and regulations, and propose mitigation strategies to the team.

Key Responsibilities:

  • Develop RMF accreditation documentation, including hardware/software inventories, topology diagrams, PPS, vulnerability management plans, incident response plans, system POA&M, ISCM strategies, and other mandated artifacts for the Security Authorization Package.
  • Conduct weekly **Cybersecurity Network Defense (CND)** vulnerability scans using DoD/DoN mandated practices and software tools.
  • Perform assessments of cybersecurity control compliance following relevant directives and standards.
  • Prepare daily, weekly, and monthly reports detailing task and responsibility status.
  • Support **Cybersecurity Test & Evaluation (CT&E)** activities related to system security engineering and program protection efforts.
  • Monitor and manage compliance vulnerability scanning and upload results to the Navy **Vulnerability Risk Assessment Management (VRAM)** database.
  • Update and validate policies, processes, and standard operating procedures (SOPs) in accordance with DoN and DoD regulations.
  • Provide IT Security Incident Response support services and report all tenant IT incidents, including security violations and suspicious activities.
  • Conduct system categorization; select, tailor, implement, and test security controls.
  • Participate in meetings and collaborate within a team environment to ensure network stability and continuity.
  • Perform additional tasks as required by the contracting office.

Required Qualifications/Education and Experience:

  • Must possess and maintain a **Secret** personnel clearance and be eligible for **Top Secret/Sensitive Compartmented Information (TS/SCI)**.
  • High School diploma or equivalent.
  • Must be **DoD 8570** certified at the **IAT-III/IAM-III** level (CISM, CISSP, CCISO, CISA).
  • A minimum of seven (7) years of hands-on experience in the IT/Engineering field.
  • At least two (2) years of experience with the DoN and DoD RMF process, having completed a full Navy or DoD RMF accreditation package from initiation to ATO issuance.
  • Expertise in **eMASS** and experience in developing A&A plans.
  • In-depth understanding of computer security and relevant DoD and Navy cybersecurity policies.
  • Prior experience with **DISA Security Technical Implementation Guides (STIG)**, **Assured Compliance Assessment Solution (ACAS)**, VRAM, and other cybersecurity tools.
  • Strong written and verbal communication skills.
  • Experience with computer networking, telecommunications architecture, the OSI model, and communication protocols.
  • Familiarity with intrusion detection and prevention measures.
  • Knowledge of multiple architectures, including Cisco, Linux, Windows, and VMware.

Preferred Qualifications:

  • Bachelor's degree in Information Technology, Information Management, or Cyber Security.
  • Certified Information Systems Security Professional (CISSP) certification.
  • Meet or exceed **OPNAVINST 5239** requirements to be certified as an Intermediate Qualified Level Navy Validator.
