Compliance and Regulatory Manager

Oregon Housing and Community Services is seeking a Compliance and Regulatory Manager to lead a team of eight staff working on Management and Occupancy review (MOR) staff in the HUD Contract Administration (HCA) section. The successful candidate will have a strong background in compliance and regulatory management, with experience in analyzing and acting on difficult and varied information, including Federal program regulations and laws, project financial information and industry standards, trends, and procedures.
The Compliance and Regulatory Manager will work closely with ARH staff and other Divisions providing information on Division hiring processes and on-boarding needs, procurement support and tracking, and legal doc template tracking and administrative rules coordination. This position will also work with Procurement HR and any other Division or Section outside of ARH when collaboration, information, or education is necessary.
Key Responsibilities:- Direct and manage a team of eight staff working on Management and Occupancy review (MOR) staff in the HUD Contract Administration (HCA) section.
- Analyze and act on difficult and varied information, including Federal program regulations and laws, project financial information and industry standards, trends, and procedures.
- Work closely with ARH staff and other Divisions providing information on Division hiring processes and on-boarding needs, procurement support and tracking, and legal doc template tracking and administrative rules coordination.
- Collaborate with Procurement HR and any other Division or Section outside of ARH when necessary.
- Five years of lead work, supervision, or progressively related experience; -OR- two years of related experience and a Bachelor's degree in a related field.
- Thorough knowledge of HUD project-based Section 8 rules, regulations, and guidelines for which OHCS is responsible.
- Ability to analyze and act on difficult and varied information, including Federal program regulations and laws, project financial information and industry standards, trends, and procedures.
- Strong communication skills – oral and written.
- Property management knowledge and experience.
