Job Title: MOR Manager

Join the Oregon Housing and Community Services team as a MOR Manager, where you will play a critical role in ensuring compliance and regulatory excellence in our affordable housing programs.

Job Summary:

We are seeking a highly skilled and experienced professional to lead our Management and Occupancy Review (MOR) team. As a MOR Manager, you will be responsible for directing and managing a team of staff working on MOR reviews, ensuring compliance with HUD regulations and guidelines. You will work closely with property managers, stakeholders, and other divisions to build and maintain relationships, provide customer service, and ensure the successful implementation of our housing programs.

Key Responsibilities:
  • Lead and manage a team of MOR staff, providing guidance and support to ensure compliance with HUD regulations and guidelines.
  • Develop and implement effective strategies to improve MOR review processes, ensuring timely and accurate completion of reviews.
  • Collaborate with property managers, stakeholders, and other divisions to build and maintain relationships, provide customer service, and ensure the successful implementation of our housing programs.
  • Ensure compliance with HUD regulations and guidelines, identifying and addressing any issues or concerns that may impact our programs.
  • Develop and maintain relationships with key stakeholders, including property managers, owners, and residents, to ensure effective communication and collaboration.
Requirements:
  • Five years of lead work, supervision, or progressively related experience; OR two years of related experience and a Bachelor's degree in a related field.
  • Thorough knowledge of HUD project-based Section 8 rules, regulations, and guidelines.
  • Ability to analyze and act on difficult and varied information, including Federal program regulations and laws, project financial information, and industry standards, trends, and procedures.
  • Strong communication skills – oral and written.
  • Property management knowledge and experience.
  • Expert level of attention to detail.
  • Experience promoting diversity, equity, and inclusion principles and practices in the workplace.
