Senior Emergency Services Executive

As a progressive and evolving social service organization, Father Bill's & MainSpring specializes in emergency and permanent housing, job training, and preventive services for individuals and families in need. Our strategic objectives for the upcoming years include expanding affordable, permanent supportive housing, enhancing care models for families experiencing homelessness, committing to improved service delivery to minimize shelter reliance, and fostering better community relations.

Role Summary:

The Senior Emergency Services Executive will be responsible for overseeing all programmatic services within the emergency shelter initiatives across Southern Massachusetts, covering over 40 communities. This leader will direct the approach to homelessness with a focus on diversion, rapid re-housing, and progressive engagement strategies, ensuring adherence to a harm reduction and low-threshold philosophy. A deep understanding and compassion for individuals facing homelessness and related challenges are essential. Supported by a team of Directors and managers, this role entails the oversight of more than 100 staff members, along with all administrative, compliance, and service delivery functions for various public and private grants and contracts, including rapid re-housing, diversion, and rental assistance.

The ideal candidate will be a collaborative team player, possessing robust leadership and critical thinking abilities, and capable of fostering cooperation across diverse internal and external systems and programs. A strong clinical understanding of the needs of our target populations, along with experience working with individuals and families facing mental health, substance use, and housing instability issues, is crucial.


Key Responsibilities

As a member of the senior leadership team, this role must prioritize collaboration with fellow senior leaders. Specific focus areas include:

  • Overseeing all departments with fiscal accountability, establishing and adhering to budgets, and partnering with Finance to ensure fiscal compliance.
  • Ensuring compliance, program fidelity, and effective contract management.
  • Gaining a comprehensive understanding of the roles and responsibilities of each department to inform holistic decision-making.
  • Engaging in cross-functional collaboration, soliciting input and feedback from others, and maintaining transparency in communications.
  • Leading strategic planning initiatives aimed at intentional growth and program development.
  • Participating in external relations initiatives that promote positive community engagement to advance the organization's mission and objectives, including funder visits and volunteer activities.

Leadership Responsibilities:

  • Guaranteeing that all programs and services are delivered within a harm reduction, person-centered, low-threshold framework.
  • Engaging in strategic planning and program development related to services, contract fidelity, and program evaluation.
  • Contributing to the development and revision of agency and program-specific policies and protocols; leading the implementation of new or revised policies related to participants and staff.
  • Maintaining comprehensive knowledge of services and programs offered in emergency shelters, street outreach, diversion, and prevention initiatives.
  • Familiarity with state and federally funded programs and the administration of various rental assistance initiatives.
  • Building and sustaining relationships with both internal and external stakeholders, ensuring the organization maintains a strong community reputation. Representing FBMS at community events and meetings.
  • Bringing strategic, visionary, and collaborative thinking to the organization's programs and operations, implementing initiatives to further FBMS' mission and objectives.
  • Providing strategic leadership to a team of over 100 staff members, focusing on performance management, retention, engagement, and professional development.

Financial Oversight:

  • Generating regular reports on progress, budgets, and expenditures related to various departmental activities, including rapid re-housing and contract expenditures.
  • Monitoring fund balances of assigned programs and related financial activities to ensure expenses remain within budget limits and fiscal practices are adhered to.
  • Collaborating with the Finance team to ensure the organization operates on a sound fiscal basis.
  • Participating in the annual budgeting process, ensuring programs, projects, and operations are managed in accordance with budgetary guidelines.

Program Management:

  • Ensuring effective management of FBMS programs, collaborating with a team of Program Directors to maintain appropriate internal controls and procedures.
  • Working with the management team to ensure adequate program staffing and support.
  • In partnership with the Program Development department, overseeing the monitoring and evaluation of emergency services, utilizing timely reporting to ensure programs meet goals and maintain compliance with all contracts.
  • When necessary, collaborating with supervisors and Human Resources to assess situations related to staff and program participants, making appropriate decisions and recommendations.
  • Facilitating rapid access to housing resources for individuals and families experiencing homelessness, which may include permanent supportive housing or temporary rental assistance.
  • Promoting a collaborative environment among programs, operations, housing administration, and property management services across regions, maintaining a unified focus on moving individuals toward housing solutions.

Qualifications:

  • A Master's Degree in a human service-related field is preferred, along with 5-8 years of progressively responsible experience within a nonprofit organization. A minimum of 5 years of prior supervisory experience is required.
  • Exceptional critical thinking and decision-making skills, along with excellent project management and communication abilities.
  • A strategic vision and the capacity to mentor and develop leadership within the organization.
  • Proven ability to establish and maintain strong working relationships and influence multiple stakeholders.
  • Demonstrated experience in leading multiple teams.
  • Expected to report any concerns regarding company policies and procedures on privacy and any observed violations without fear of retaliation.
