Position Overview:

JOB TITLE: Procurement Specialist II - Operations Procurement

SALARY RANGE: $64, $91,546.31

DEPT/DIV: Procurement & Material Management
SUPERVISOR: Assistant Director - Finance / Manager - Finance

LOCATION: New York, NY

HOURS OF WORK: 8:00 am - 5:00 pm (7 1/2 hours/day)

SUMMARY:

Support the Manager in the Operations Procurement division by overseeing contract management for materials, components, and equipment, ensuring timely and efficient procurement processes. Monitor vendor performance to align with operational requirements.

KEY RESPONSIBILITIES:

This role is performance-driven, with specific objectives set to evaluate the candidate's success quarterly. Meeting or exceeding these goals is essential for continued employment.

Key duties include:
  • Represent the organization in project discussions, exercising independent judgment to make immediate decisions.
  • Safeguard the organization’s contractual and business interests.
  • Clarify contract terms and conditions for all parties involved, including internal stakeholders.
  • Ensure compliance with all contractual obligations by the organization, contractors, and subcontractors.
  • Negotiate amendments and assess contractor claims for approval.
  • Document and execute claims against contractors as necessary.
  • Maintain comprehensive contract files, including payrolls and change order requests.
  • Collaborate with various departments to align procurement strategies with operational needs.
  • Engage in joint procurement initiatives across agencies to enhance efficiency and service quality.
  • Conduct market analysis to support strategic procurement initiatives, including vendor assessments and pricing justification.
  • Evaluate bids for compliance with organizational procedures and guidelines, leading the consultant selection process.
  • Perform cost analysis of proposals, recommending contract awards based on thorough evaluations.
  • Assist in training junior staff members.
QUALIFICATIONS:
  • Knowledge of procurement principles, contract law, and relevant regulations.
  • Ability to learn public sector purchasing practices and governmental regulations.
  • Strong analytical, organizational, and communication skills.
  • Proficiency in Microsoft Office Suite and procurement systems.
  • Negotiation skills and the ability to manage multiple contracts simultaneously.
EDUCATION AND EXPERIENCE:
  • Bachelor's degree in Business Administration, Finance, or a related field, with specialized training in procurement.
  • A minimum of three years of relevant experience in procurement and contract administration.
