Job Overview:

Under the guidance of the Division Administrator for Research and Evaluation within the Prevention and Early Intervention (PEI) Division, this role entails conducting highly advanced research and data analysis to support the mission and vision of PEI.

This position will be integral to the PEI Research and Evaluation team, focusing on continuous quality improvement, utilizing the PEI database and reporting systems, and facilitating the transition to Health and Human Services.

The primary responsibility of this role includes tracking, measuring, and documenting performance reports and data related to child abuse and neglect prevention initiatives.

This position will spearhead the formulation of research and data protocols, data compilation, and the development and testing of theories and hypotheses to assess the overall effectiveness of evidence-based and promising practice programs.

Research will be conducted in areas concerning the prevention of abuse and neglect, educational initiatives, behavioral science, or social science.

The role involves gathering, organizing, and statistically analyzing data that illustrates the progress of Division programs and initiatives.

Responsibilities include determining data requirements, designing data collection tools, constructing databases, performing statistical analyses, and producing reports that feature descriptive text, graphs, tables, and charts in a professional format for Division leadership and stakeholders.

The Senior Research and Data Analyst will collaborate with the Management Reporting Statistics (MRS) office, IT, other state or federal agencies, and community partners to establish internal policies and procedures for research, data collection, and reporting; develop training programs for community partners to ensure accurate data recording and reporting; and research and report on emerging trends and best practices in evidence-based methodologies.


This role also involves training, leading, assigning, and prioritizing the work of others, operating with minimal supervision and exercising considerable initiative and independent judgment.

Key Responsibilities:

Oversees a variety of technical research projects, database training sessions, and program assessments for the division.


  • Manages the collection, analysis, implementation, and documentation of program data.
  • Coordinates the organization, analysis, and preparation of materials in response to program data information requests.
  • Ensures the completion of required administrative and performance reports, studies, and specialized projects, providing statistical trends and projections as necessary.
  • Directs studies and analyses of operations and issues, preparing reports of findings and recommendations.
  • Supervises others in the collection, organization, analysis, and preparation of materials, as well as training in response to information requests.
  • Provides technical support to various program areas.
  • Designs surveys and questionnaires for effective data collection.
  • Utilizes external data sources as needed.
  • Trains and supervises staff in data retrieval processes.
  • Develops queries for the Data Request Intake Tracking System (DRITS).
  • Evaluates and reviews the scope and methodologies of research projects.
  • Supports leadership in implementing necessary cultural, process, organizational, and policy changes.
  • Communicates data and analysis in an accessible manner for diverse audiences.
  • Employs quantitative data, focus groups, surveys, and structured interviews to monitor regional implementation progress and outcomes, assisting regions in making necessary adjustments.
  • Prepares and delivers presentations for various stakeholders, including legislative bodies and professional organizations.
  • Produces reports in both written and graphic formats, ensuring data accuracy and timely distribution.
  • Responsible for the preparation and distribution of departmental statistical reports on a regular and ad hoc basis.
  • Identifies and anticipates data needs of program areas through comprehensive knowledge of departmental programs and activities.
  • Trains, leads, assigns, and prioritizes the work of others.
  • Performs related duties as assigned.
Required Knowledge, Skills, and Abilities:

Comprehensive understanding of statistical concepts and methods, including their application to research analyses; familiarity with measurement, testing, random sampling, evaluation, and research methodologies.


General knowledge of the child welfare system and its operations.

Proficiency in conducting qualitative and quantitative research, along with expertise in statistical analysis programs, tools, and databases.

Ability to identify measures or indicators of program performance.

Strong communication skills, both oral and written, with the ability to convey complex information in an understandable manner to various audiences.

Creative problem-solving skills, with the capacity to access resources from multiple areas and assist management in developing innovative solutions.

Proficient in basic data analysis, utilizing descriptive statistics and qualitative methods (focus groups, surveys, etc.).


Capability to develop comprehensive reports that compile and analyze both qualitative and quantitative data.

Ability to plan, organize, and oversee research projects; evaluate research data; ensure the development of reliable and valid measuring instruments; interpret and publish research findings; communicate effectively; and manage the work of others.
