Key Responsibilities:

  • Assist in executing the Program's Budget by developing and maintaining spending plans, requisitions, and their associated documentation.
  • Coordinate financial information with relevant Government officials, including Business Financial Managers, Program Managers, and Contracting Officers.
  • Support the upkeep of resources necessary for daily mission operations.
  • Validate and complete Unliquidated Obligations (ULOs).
  • Assist in conducting year-end activities and completing actual data calls for Government Business Contract Management Offices.
  • Input requisitions into the agency's financial management system, ensuring all required details are included.
  • Prepare and process non-complex Military Interdepartmental Purchase Requests (MIPR) and Economy Act Orders (EAO) along with their related requisitions.
  • Manage incoming MIPRs and EAOs following standard procedures to guarantee Agency acceptance.
  • Create and maintain spending plans in the financial management system to document Government-specified requirements.
  • Modify requisitions and related documentation to align with Contracting guidance for fund obligations.
  • Assist Government Program Managers in tracking requirements throughout execution by monitoring requisitions through the approval process.
  • Extract financial reports and data from Agency systems such as FACTS, CMIS, EDSS, and CDW.
  • Utilize established agency acquisition and financial management policies and tools.
  • Support the Government in monitoring proper financial code usage and responding to financial data inquiries.
  • Assist in tracking expenses against budgets and coordinating basis of estimate data.
  • Provide financial status reports to Government Program and Business Management Offices, identifying funding sources and potential shortfalls.
  • Prepare materials for financial reviews conducted by the Government.
  • Assist in budget creation and financial planning for organizational units or programs.
  • Prepare complex Military Interdepartmental Purchase Requests (MIPR) and Economy Act Orders (EAO) along with their associated requisitions.

Qualifications:

A minimum of eight (8) years of experience in DoD, IC, or a combination of ten (10) years in DoD, IC, and commercial finance or purchasing is required, along with a Bachelor's Degree focused on business. Experience in preparing reports that reflect program/project status in terms of cost, schedule, and performance is essential. Proficiency in budget planning, preparation, and execution for acquisition programs is necessary. Familiarity with the agency's financial management system and its interfaces (currently FACTS and CMIS) is preferred. In lieu of a degree, relevant certifications such as Program Management Professional (PMP), Certified Defense Financial Manager (CDFM), or DAWIA Level I in Business/Financial Management, combined with three (3) years of directly related experience, may be accepted for a total of eleven (11) years of experience in DoD/IC finance or purchasing. Additionally, proficiency in Microsoft Excel, including the ability to create formulas and pivot tables, as well as PowerPoint for data presentation, is required.
