Position Overview

SAIC is seeking a proactive and skilled Congressional Affairs Analyst to contribute to the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)). Key Responsibilities:

  • Overseeing congressional workflow and task management systems, including the Congressional Hearings and Reporting Requirements Tracking System (CHARRTS), Office of Legislative Counsel (OLC) Web, Department of Defense Congressional Tracking System (DoDCTS), and CATMS database.
  • Delivering comprehensive administrative support, encompassing analysis, documentation, task management, briefing preparation, and the administration of specialized congressional workflows.
  • Facilitating legislative initiatives within OUSD(R&E), ensuring coherence and alignment across the organization.
  • Managing congressional reporting responsibilities for OUSD(R&E): evaluating legislative materials, coordinating tasks and workflows, resolving disputes, and collaborating with OSD(LA) and BAA.
  • Developing and maintaining workflow, reporting, and analytical documents, monitoring deadlines, and providing guidance.
  • Coordinating special inter-Department projects, liaising with OSD(LA), OGC, and OLC on task groups and processes.
  • Compiling and refining reports for OUSD(R&E), managing teams, and strategizing to fulfill congressional requirements.
  • Assessing inquiries and responses, managing correspondence, tracking follow-up actions, and providing document retrieval services.
  • Gathering information, maintaining records, and coordinating responses to congressional and DoD staff inquiries.
  • Performing general administrative tasks: managing security clearances, processing badge requests, tracking FOIA requests, and assisting with parking arrangements for congressional visitors.
  • Responding to congressional inquiries, coordinating responses, and maintaining a database of inquiries and responses.
  • Documenting congressional reports and analyses, summarizing official program information in accordance with DoD or federal directives.

Qualifications:

  • Bachelor's degree with a minimum of 5 years of relevant experience, including 2 years in legislative systems management within the DoD.
  • Demonstrated problem-solving abilities, adaptability, initiative, and a proven track record of effectively collaborating with Senior Executives.
  • An active DoD Secret Clearance or higher is mandatory for this role.

Preferred Qualifications:

  • Experience in managing congressional briefings and direct interactions with congressional staff as a representative of the DoD.
  • Previous experience supporting an OSD principal (USD, ASD, DA SD).
