Provides special expertise and knowledge in the area of legislation and of the interests and concerns of Members of Congress and congressional committees.Serves as the Unified Legislation and Budget process owner; develops and integrates DoDEA's legislative strategy supporting the Acitivity's policy agenda and DoDEA's legislative program, priorities and goals.Provides summaries to leadership; the incumbent must stay apprised of pending legislation that has the potential to impact DoDEA.Serves as the DoDEA contact on a continuing basis with DOD, members and committees of the U.S. Congress, and their staffs for the purpose of presenting, justifying, and defending DoDEA's legislative program.Report weekly to Team Leader of all congressional actions.Monitoring congressional and administrative actions that may impact the agency's mission and policies.Requirements Conditions of EmploymentMale applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Requirement.Proof of U.S. Citizenship required.Direct deposit of pay is required.One year trial or probationary period may be required.Appointment subject to a suitability/fitness determination, as determined by a background investigation.You may be required to sign a transportation agreement. In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Specialized Experience
GS 11: One year of specialized experience which includes:Providing on-site assistance for internal offices and legislative affairs. Monitors all legislative proposals and identify those that can impact the organization operations and policies.Monitoring congressional and administrative actions that may impact the agency's mission and policies. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business, management, economics, political science and government, accounting, finance, marketing, psychology, computer and information science, and English.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Specialized Experience
GS 12: One year of specialized experience which includes Collaborating with subject matter experts for legislative actions, Providing on-site assistance for internal offices and legislative affairs. Monitors all legislative proposals and identify those that can impact organization operations and policies, Monitors committee hearings and provide action reports on those that potential impact or about organizational leadership. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

GS 13: One year of specialized experience which includes Monitors committee hearings and provide action reports on those that potential impact or about organizational leadership, Identify for Organization Policy & Legislation any actions that might impact policy and operations of the organization, Provides technical and specialized expertise to the Lead Policy and Legislation Specialist in development of organization?s legislative program, Develops strategy plan for legislative interaction with Team Leader to support the mission of the organization.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
