The Exchange operates Washington Healthplanfinder, a vital eligibility and enrollment platform utilized by a significant portion of Washington's population to secure health and dental coverage. Supported by a Customer Support Center and a network of navigators and brokers, we empower individuals and families to explore, compare, and enroll in qualified health plans or the Washington Apple Health Medicaid program.

Position Summary

The Producer Team Manager is responsible for the oversight of the Exchange's Producer (Insurance Broker) Program. This role involves maintaining the program's integrity and reputation among internal and external stakeholders. The Manager will act as a liaison between the Exchange and its extensive network of brokers, ensuring effective communication and advocacy for mutual interests. Additionally, this position will lead a team dedicated to the certification, education, and support of the agent/broker community and Enrollment Centers.

Key Responsibilities

  • Oversee the operations of the Producer (Broker) program.
  • Facilitate training sessions and presentations for diverse audiences.
  • Manage and evaluate the performance of the Producer program team.
  • Communicate updates on program initiatives and policies to the team and broker community.
  • Safeguard personal identifiable information (PII) access.
  • Understand the broker certification process, including state licensing and carrier appointment requirements.
  • Utilize various software and systems, including Zendesk and Microsoft Office, and be open to learning new tools.
  • Exhibit exceptional customer service and communication skills.
  • Comprehend qualified health and dental plans, as well as Medicaid options.
  • Ensure compliance with federal and state regulations regarding health insurance.
  • Build and maintain relationships with regulatory agencies and the broker community.
  • Organize quarterly meetings for the Broker and Agent Technical Advisory Committee.
  • Collaborate with various departments within the Exchange.
  • Provide constructive feedback regarding Washington Healthplanfinder.
  • Contribute to team priorities as needed.
  • Perform additional duties as assigned.

Qualifications

Required:

  • Three years of experience in health insurance brokerage, healthcare leadership, or a related management field.
  • Three years of experience in a supervisory role.
  • Experience in creating and delivering training on healthcare topics for diverse communities.
  • Strong listening and communication skills.
  • Excellent oral and written communication abilities.
  • Commitment to the mission and equity values of the Exchange.
  • Ability to plan and meet deadlines while resolving issues effectively.
  • Proven leadership skills that foster trust and empowerment within the team.
  • Experience in change management and continuous improvement.
  • Critical thinking skills and a willingness to make informed decisions.

To broaden the candidate pool, we are open to considering in-training candidates with:

  • Two years of relevant experience in health insurance brokerage or healthcare leadership.
  • One year of supervisory experience.

Desired:

  • Advanced degree in administration, business, or healthcare management.
  • Washington state broker disability (health) license.
  • Knowledge of the Affordable Care Act and its regulatory requirements.

Salary Information

Salary range: $87,238.00 to $130,857.00 annually, with a midpoint at $109,000. The hiring range for qualified candidates is $100,324 to $109,048. In-training candidates can expect a range of $87,328 to $99,233.

Working Conditions

Core business hours are Monday through Friday, 8:00 a.m. to 5:00 p.m. Flexibility for remote and in-person collaboration is essential. Travel may be required occasionally for meetings or training.
