Job Position: ECEAP Contract Specialist

Overview
The ECEAP Contract Specialist will be tasked with managing five ECEAP sites, performing regular site assessments to ensure adherence to contractual obligations and ECEAP standards. Familiarity with ELMS and Merit databases is beneficial. This role reports to the Director of Finance and Operations and requires regional travel.

Key Responsibilities
  • Evaluate ECEAP programs to confirm alignment with current Birth-5 ECEAP Performance Standards.
  • Conduct on-site evaluations to ensure compliance with DCYF regulations.
  • Compile comprehensive reports detailing compliance findings and areas for improvement.
  • Collaborate with programs to formulate corrective action strategies for any compliance deficiencies.
  • Deliver training on ECEAP Performance Standards and DCYF requirements.
  • Maintain precise records of compliance activities and communications.
  • Stay updated on modifications in DCYF regulations and best practices in early childhood education.
  • Participate in monthly ECEAP director meetings with DCYF.
  • Engage in workshops and training sessions to remain informed about ECEAP standards.
  • Assist subcontractors in acquiring necessary DCYF training.
  • Foster positive relationships with stakeholders.
Qualifications
  • Bachelor's degree in Early Childhood Education, Public Administration, or a related field (preferred).
  • A minimum of 2 years of experience in ECEAP programs.
  • Strong understanding of Birth-5 ECEAP Performance Standards and DCYF regulations.
  • Excellent analytical and problem-solving capabilities.
  • Proficiency in Microsoft Office Suite and database management.
  • Effective written and verbal communication skills.
  • Willingness to travel to program locations.
  • Strong interpersonal skills and ability to build relationships.
  • Reliable transportation and insurance.
Preferred Qualifications
Good understanding of ECEAP Standards.
