Position Overview
The Commissioning Operations Supervisor plays a crucial role in overseeing the pre-commissioning, commissioning, and startup phases of designated projects. This position is vital to the overall success of Kiewit Corporation. As a field supervisor, you will have the responsibility of managing multiple Foremen and laborers/craft workers.
Your duties will include organizing work methods, scheduling tasks, controlling costs, ensuring compliance with drawings and specifications, and assigning work to achieve project execution, either directly or through General Foremen or Foremen.
Additionally, you will strive to maintain positive relationships with clients, architects/engineers, suppliers, subcontractors, and jobsite personnel.

District Overview
Kiewit's Southern California District is a leading infrastructure division specializing in heavy civil projects, including earth moving, water/wastewater, transportation, roadways, and power projects. Most of our operations are concentrated in the Southern California region.
Responsibilities
- Develop and implement a comprehensive schedule for startup testing and commissioning that aligns with the overall project timeline.
- Supervise field crews and mentor junior superintendents.
- Conduct daily safety meetings and enforce strict adherence to Lock-Out/Tag-Out Procedures (LOTO).
- Review, develop, and implement testing procedures for components and systems.
- Ensure compliance with all contractual obligations, including permitting requirements.
- Review and approve labor rates for Foremen, journeymen, and laborers.
- Manage contract administration and facilitate communication through subcontractor/field management meetings.
- Establish a program to foster positive client relations involving onsite staff.
- Provide technical expertise to support FAT, construction, commissioning, and interim operations.
- Assist with initial energization, functional testing, and operation of plant systems.
- Monitor progress of specialized systems and report timely updates to management.
- Ensure compliance with regulatory and design standards for original equipment manufacturers' work affecting plant operations.
- Initiate and participate in meetings with clients for problem resolution and planning.
- Oversee and approve monthly job cost updates and quarterly cash flow projections.
- Review, approve, and negotiate change orders.
- Develop and implement a project completion and turnover plan.
- Maintain a daily diary for record-keeping purposes.
- Ensure timely performance evaluations for direct reports.
- Recommend organizational, policy, procedural, or staff changes as necessary.
- Review and approve promotions up to General Foremen.
- Analyze and troubleshoot underlying conditions, providing recommendations for timely and safe resolutions.
Qualifications
- Extensive knowledge of water treatment plant operations, including troubleshooting and process improvement recommendations.
- Strong mathematical skills and proficiency in MS Office Suite.
- Fluency in English, including reading, writing, and comprehension.
- In-depth knowledge of equipment and operations.
- Able to lead, communicate, and prioritize effectively in various situations.
- Maintain situational awareness during normal, abnormal, and emergency conditions.
- Over 6 years of experience in an Operations role, preferably in electrical, mechanical, or instrumental fields.
- More than 5 years in a Management role, with experience in an Engineering office.
- Strong oral and written communication, interpersonal, organizational, and analytical skills.
- Knowledge of flow measurement, engineering practices, design methods, and calculations.
- Proficient in PC, Windows, Office Software, and IT implementation.
- Able to read, interpret, and prepare technical information. Experience with mechanical equipment such as pipelines, valves, and pumps.

Base Compensation: $130,000 - $200,000
(Actual compensation may vary based on education, experience, skillset, and location.)
