Position Overview

The Commissioning Operations Supervisor plays a pivotal role in the pre-commissioning, commissioning, and start-up phases of designated projects. This position is essential for ensuring the successful execution of tasks at Kiewit. As a field supervisor, you will oversee multiple teams, including Foremen and craft workers.

Your responsibilities will encompass the organization of work methods, scheduling, cost management, adherence to specifications, and the assignment of tasks to achieve project objectives, either directly or through General Foremen.

You will also be instrumental in fostering positive relationships with clients, architects/engineers, suppliers, subcontractors, and on-site personnel.

District Overview


Kiewit's Southern California District is a leader in infrastructure development, specializing in heavy civil projects such as earth moving, water/wastewater management, transportation, roadways, and power generation.

Our projects are primarily located in Southern California, with some initiatives extending to Hawaii.

Responsibilities

  • Create and execute a schedule for startup testing and commissioning that aligns with the overall project timeline.
  • Supervise field teams and mentor junior superintendents.
  • Conduct daily safety meetings.
  • Enforce strict compliance with Lock-Out / Tag-Out Procedures (LOTO) and safety policies.
  • Develop and implement testing procedures for components and systems.
  • Ensure adherence to all contractual obligations, including permitting.
  • Review and approve labor rates for Foremen, journeymen, and laborers.
  • Manage contract administration and facilitate communication through subcontractor/field management meetings.
  • Cultivate strong client relations involving on-site staff.
  • Provide technical expertise to support FAT, construction, commissioning, and interim operations.
  • Assist with initial energization, functional testing, and operation of plant systems.
  • Monitor progress of specialized systems and report timely updates to management.
  • Ensure that original equipment manufacturers' work complies with regulatory and design standards.
  • Initiate and participate in meetings with clients for problem-solving and planning.
  • Oversee monthly job cost updates and quarterly cash flow projections.
  • Review, approve, and negotiate change orders.
  • Develop and implement a project completion and turnover plan.
  • Maintain a daily diary for record-keeping purposes.
  • Ensure timely performance evaluations for direct reports.
  • Recommend organizational, policy, procedural, or staffing changes as needed.
  • Review and approve promotions up to General Foremen.
  • Analyze and troubleshoot issues, providing recommendations for timely and safe resolutions.
Qualifications

  • In-depth knowledge of water treatment plant operations, including troubleshooting and process improvement recommendations.
  • Strong mathematical skills and proficiency in MS Office Suite.
  • Proficient in English (speaking, reading, writing).
  • Extensive knowledge of equipment and operational procedures.
  • Ability to lead, communicate, and prioritize effectively in various situations.
  • Maintain situational awareness during normal and emergency conditions.
  • Over 6 years of experience in an Operations role, preferably in electrical, mechanical, or instrumentation fields.
  • More than 5 years in a Management role, with prior experience in an Engineering environment.
  • Strong communication, interpersonal, organizational, and analytical skills.
  • Familiarity with flow measurement, engineering practices, and design methods.
  • Proficient in PC, Windows, Office Software, and IT implementation.
  • Ability to read, interpret, and prepare technical documentation. Knowledge of control systems and maintenance of PLC and PC-based systems. Experience with mechanical equipment such as pipelines, valves, and pumps.

Base Compensation:
$130,000 - $200,000

(Actual compensation may vary based on education, experience, skills, and location)
