Program Overview:
The initiative offers Systems Engineering and Technical Assistance (SETA) essential and supplementary support in the domains of Cybersecurity and Management, aimed at enhancing the Information Assurance (IA) stance of a National client. The core capabilities of the contract include: IA Management, Federal Information Security Management Act (FISMA) coordination and reporting, Risk Management Framework (RMF) application, IA compliance measurements and metrics, Assessment and Authorization (A&A), Vulnerability Management, and Cyber Defense support.

Role Description:
The Continuous Monitoring Cybersecurity Engineer is responsible for assisting the client in the Cybersecurity domain. Daily responsibilities encompass, but are not limited to:

  • Assisting the Information Security Continuous Monitoring (ISCM) Program Lead in advancing the client's Continuous Monitoring (ConMon) initiative.
  • Generating and spearheading ConMon process enhancement activities.
  • Collaborating with the Cyber Data Science team to pinpoint information sources for a more thorough evaluation of the client's ConMon efforts.
  • Working with the Cyber Data Science team to develop new perspectives on the client's ConMon status.
  • Gathering essential data, formulating, and presenting reports to illustrate the client's progress on the enterprise-wide ConMon initiative.
  • Creating and delivering asset ConMon compliance views for categories such as mission, cross-domain, and location, as requested by the client.
  • Proactively identifying and supplying metrics and reporting data suitable for stakeholders across the various Tiers outlined in the NIST SP.
  • Validating the effectiveness of ConMon control Bodies-of-Evidence (BOEs) entered into the ConMon tool.
  • Guiding, mentoring, and instructing program Information System Security Officers (ISSOs) on strategies to enhance ConMon BOE entry language.
  • Assisting Security Control Accessors (SCAs), FISMA, and Inspector General (IG) Teams in reviewing ConMon BOEs for official documentation.
  • Proactively identifying and providing metrics and reporting data appropriate for Authorizing Officials (AO) and Designated Authorizing Officials (DAOs) to make informed risk decisions regarding the continued authorization of systems.
  • Initiating and participating in studies aimed at improving ConMon reporting metrics.
  • Recommending enhancements for Enterprise Security Services (ESS) tool implementations.

Qualifications:
Essential:

  • Current U.S. Government Top Secret clearance with SCI eligibility.
  • Favorable adjudication of Polygraph.
  • Bachelor of Science Degree in Science, Technology, Engineering, or Mathematics (STEM) or an advanced IA certification.
  • DoD 8570 certification in IAT or IAM.
  • Proficient knowledge and experience with RMF, particularly step 6 (Continuous Monitoring) policies.
  • Experience in implementing ICD 503 RMF Process and NIST 800-53, and 800-53a technical controls, along with developing and maintaining associated certification and accreditation documentation.
  • Exceptional communication skills - both verbal and non-verbal.
  • Experience in one or more roles such as SysAdmin, ISSM, ISSO, ISSE, DAO-R, SCA, or ISO.
  • Proficient in Office Automation Skills - MS Office, MS Project, Visio.
  • Self-motivated individual requiring minimal direction and supervision.
Preferred:
  • Experience presenting to senior client personnel.
  • Ability to organize and prioritize multiple client requests in a fast-paced, deadline-driven environment.
  • Familiarity with Amazon Web Services (AWS).
  • Understanding of the client's IA processes.
  • Experience with ServiceNow and Splunk.
  • Experience supporting Intelligence Community (IC) or Department of Defense (DoD) in the Cybersecurity domain.
