Key Responsibilities

The District Operations Director acts as the primary officer within a Bureau of Land Management (BLM) District, tasked with delivering leadership, inspiration, guidance, and decisions that align with BLM and Department of the Interior (DOI) policies. Formulate and execute a District vision and strategy that aligns with national and state program objectives, priorities, values, and the broader socio-economic landscape. Create and implement initiatives that enhance employee capabilities and promote high ethical standards in pursuit of the BLM's mission and objectives. Provide technical and administrative oversight for a diverse and complex workforce, managing operations through subordinate supervisors, including field managers and team leaders, who oversee significant workloads. Facilitate collaborative efforts among a leadership team to manage both renewable and non-renewable resources, addressing socio-economic and tribal matters, and overseeing support services such as administration, engineering, procurement, and HR-related functions. Oversee a range of management programs, including safety, upward mobility, equal employment opportunity, student and intern initiatives, overtime management, employee engagement, and the management of real and personal property. Conduct personnel management activities, including selecting candidates for district roles, approving leave requests, setting performance standards, evaluating employee performance, recognizing achievements, and maintaining workplace discipline. Evaluate current and future staffing requirements based on strategic goals and budget constraints; manage financial resource allocation; oversee the district's budgeting process; and supervise procurement and contracting activities.
