Position Summary:

We are looking for a seasoned Engineer with expertise in Instrumentation and Process Control to become a vital part of our Project Management team. The Project Management Teams at Aramco Services Company are dedicated to delivering top-tier capital projects. These teams play a crucial role in the execution and oversight of assigned projects, ensuring they are completed safely, on time, within budget, and uphold the highest standards of integrity and compliance.

The role involves managing engineering design, procurement, and construction across a spectrum of project sizes and complexities, ranging from small initiatives to multi-billion-dollar mega projects.

The primary responsibility is to guarantee that engineering design, procurement, construction, and project completion align with project objectives and contractual stipulations, including project timelines, costs, health, safety, and environmental standards, as well as company policies and procedures. This position also encompasses the review and analysis of both greenfield and brownfield refining and petrochemical facilities.

Key Responsibilities:

  • Oversee capital projects in accordance with defined scope, timelines, and financial parameters.
  • Conduct intricate technical and administrative tasks related to the design and coordination of specialized control and instrumentation systems.
  • Provide technical insights and review the design, construction, pre-commissioning, commissioning, and startup phases of facilities.
  • Address technical challenges that arise during all stages of project development concerning Instrumentation and Process Control components.
  • Manage project development activities, including engineering studies, technical bid evaluations, preliminary engineering, detailed designs, materials procurement, construction, pre-commissioning, handover, commissioning, and startup.
  • Review and contribute to the Functional Specification for Process Control Systems and Field Instrumentation to ensure compliance with Aramco standards.
  • Supervise General Engineering Services (GES) design contractor activities during Pre-FEED and FEED development, including project scope and schedule definition.
  • Familiarize with international project phase procedures, engineering phases, bidding processes, procurement requirements, and best practices.
  • Thoroughly understand contract documents, project execution plans, interface management, change management, construction sequencing, standards specifications, and project schedules to assist project managers in timely project completion.
  • Review and resolve daily contractor activities related to assigned projects during construction while ensuring compliance with health, safety, and environmental standards.
  • Engage in the development of Instrumentation and Process Control deliverables, including Block Diagrams, Single Line Diagrams, Piping and Instrumentation Diagrams, Instrument Location Diagrams, and Hazard Identification studies.
  • Provide design input for the identification, sizing, selection, and procurement of field instrumentation, including control valves.
  • Participate in Factory Acceptance Tests (FAT) for Process Control Systems and address any technical issues prior to shipment.
  • Conduct Site Acceptance Tests (SAT) and Integration Site Acceptance Tests (ISAT) for all Process Control Systems and resolve any arising technical issues.
  • Define change order scopes, estimate costs, and assist the Project Manager in the change management process.
  • Review weekly and monthly reports on contract status, including project costs and schedules, and attend relevant project meetings.
  • Monitor project schedules, coordinate assigned project progress, and address underperformance by contractors.
  • Review and monitor invoices and contractor submissions against actual progress.
  • Prepare project reports and implement company initiatives during project execution.
  • Review design modifications related to Instrumentation and Process Control for facilities.
  • Provide ongoing support for Instrumentation and Process Control design and construction within facilities.
  • Develop and review testing and commissioning procedures for Instrumentation and Process Control equipment.
  • Maintain familiarity with leading equipment manufacturers, international standards, and value improvement practices.
  • Uphold engineering ethics and maintain high standards of professional conduct.

Qualifications:

  1. Education: B.S. in Electrical, Electronics, or Instrumentation Engineering; a higher degree is preferred.
  2. Experience: A minimum of fifteen (15) years in the refining and petrochemical industries, specializing in Instrumentation and Process Control, recognized as an expert in the field.
  3. Field Experience: At least five (5) years of field experience encompassing construction, pre-commissioning, commissioning, startup, and operations.
  4. Language Skills: Proficient in English communication (verbal and written); no additional language required.
  5. Other Requirements: Must possess Engineering Design and Construction phase experience, with comprehensive knowledge of engineering practices and economic principles in accordance with international codes, standards, and specifications. Expertise in control and instrumentation disciplines such as Advanced Process Control (APC), Distributed Control Systems (DCS), Programmable Logic Controllers (PLC), and Supervisory Control and Data Acquisition (SCADA) is essential.
  6. Other Attributes: A proactive approach to project improvements and cost savings; PMP Certification is desirable but not mandatory.
  7. Flexibility: Willingness to work in multinational teams and adapt to various locations as required.
