Position Title: Construction Manager - Triple Role (Quality Control Manager/Site Safety and Health Officer/Superintendent)

Position Summary:

Kikiktagruk Inupiat Corporation is in search of a highly skilled Construction Manager who will undertake the roles of Quality Control Manager, Site Safety and Health Officer, and Superintendent for Federal construction projects. The responsibilities of the Quality Control Manager involve developing, executing, and overseeing a quality assurance program to guarantee that all tasks are completed in line with project specifications and standards outlined in the Quality Control Plan. The Site Safety and Health Officer will be responsible for daily management and technical oversight of personnel conducting safety inspections and training. The Superintendent will ensure an on-site presence and oversee subcontractors throughout the construction process.

Key Responsibilities:Quality Control Duties
  • Review and authorize all submissions, providing necessary stamps, signatures, and dates.
  • Document all proposed deviations from contractual obligations.
  • Maintain and update the quality control system in accordance with FAR Inspection of Construction.
  • Implement and manage the Quality Control Plan based on client-approved guidelines.
  • Conduct daily inspections to ensure compliance with delivery order requirements.
  • Prepare material submittals and verification forms in accordance with project specifications.
Site Safety and Health Duties
  • Oversee and direct all activities related to safety, including confined space entry, crane operations, excavation, fall protection, and electrical safety.
  • Perform daily safety inspections and maintain a detailed log that includes inspected areas, dates, identified hazards, and corrective actions.
  • Attach safety inspection logs to daily production reports.
  • Review and approve Activity Hazard Analyses (AHAs) for compliance.
  • Establish a Safety and Occupational Health Deficiency Tracking System to monitor unresolved issues.
  • Ensure subcontractor adherence to safety and health protocols.
  • Develop and assess policies and procedures to ensure safety practices align with federal and state regulations.
  • Manage safety training programs and demonstrate safety equipment usage.
Superintendent Duties
  • Oversee subcontractor management and coordinate daily operational activities.
  • Participate in partnership meetings and quality control discussions.
  • Maintain a constant on-site presence throughout the duration of the contract until project completion.
  • Exhibit an unwavering commitment to safety
  • Assist with additional responsibilities as required.
Minimum Qualifications:Education and Experience
  • Over 10 years of experience in the construction sector, with a minimum of five years in a Quality Control Inspector or Superintendent role on comparable projects.
  • Bachelor's degree in Construction Management, Engineering, or a related discipline.
  • Five years of proven experience in developing and enforcing Quality Control/Safety programs on similar contracts.
  • Expertise in hazard identification and safety compliance.
Knowledge, Skills, and Abilities
  • Comprehensive understanding of building codes and general engineering principles.
  • Excellent verbal and written communication skills, with the ability to present information clearly and professionally.
  • Familiarity with OSHA guidelines, including Confined Space, Cranes and Rigging, Excavation/Trenching, and Fall Protection.
  • Demonstrated ability to:
    • Adapt to frequent changes in a dynamic work environment.
    • Collaborate effectively within a diverse team.
    • Utilize various technological tools, including Microsoft Office and ProCore.
  • Meet EM requirements and ensure compliance with national safety standards.
  • Ability to interpret and construct critical path schedules.
Certifications and Licenses
  • Current Construction Quality Management (CQM) certification for Contractors.
  • Current OSHA 30-hour construction safety training.
  • Valid Driver's License.
  • Current CPR/First Aid certification.
Work Environment:
  • Job duties will be performed in a construction setting, subject to varying weather conditions.
  • Travel between project sites may be required.
Physical Requirements:
  • Must be able to navigate uneven terrain and surfaces.
  • Regularly required to sit, stand, walk, and communicate.
  • Frequent use of hands for handling and manipulation.
  • Occasional climbing, balancing, stooping, kneeling, and squatting.
  • Ability to lift and/or move up to 10 pounds frequently and up to 50 pounds occasionally.
