In alignment with the established Merit System Rules and Regulations, a valid eligible list is being created for this classification, which will remain active for a one-year duration. This list will be utilized to fill vacancies that arise during this timeframe. Candidates listed will be certified according to the Merit System and relevant union agreements.
APPLICATION PROCESS: The selection process for this position may encompass an assessment of qualifications and experience, a written test, a computerized evaluation, an oral interview, a performance assessment, or a combination of these methods to determine the suitability of applicants for inclusion on the eligible list. This list will be employed to address vacancies that occur within the forthcoming year. New hires typically commence at the entry-level salary and may qualify for annual merit increases contingent upon satisfactory performance evaluations, up to the maximum salary limit.

GENERAL DUTIES: This role involves executing a range of problem-solving, administrative, and support tasks that demand utmost confidentiality regarding the integrity and accountability of management systems, ensuring quality service to the residents of New Castle County; performs related duties as necessary.
KEY CHARACTERISTICS OF THE ROLE: An individual in this position aids in the daily operations of a department or division by undertaking significant administrative and support responsibilities across a broad spectrum. The work pertains to highly sensitive labor relations issues and is of a confidential nature. This individual must possess comprehensive knowledge of all aspects of New Castle County Government and be adept at collaborating across departmental, divisional, and agency boundaries to resolve problems and address issues pertinent to their assignments. The role necessitates a high degree of independence in problem-solving, representing managers or departments, and preparing detailed reports and correspondence, as well as providing information, addressing complaints, and performing other customer service functions. It is essential for this individual to exhibit and foster a positive attitude while maintaining a professional demeanor and appearance. The employee operates under the general oversight of a general manager, division manager, or their designated representative.
RESPONSIBILITIES INCLUDE: (Illustrative Only)
- Developing innovative, cost-effective, and customer-oriented solutions to problems;
- Analyzing issues received through Customer Relations and Assistance;
- Coordinating meetings and drafting correspondence;
- Collaborating with management on various matters and responding to inquiries via telephone and email from diverse individuals;
- Researching issues and preparing appropriate responses;
- Engaging with other departments, divisions, agencies, and the public regarding related matters;
- Performing support tasks such as filing, answering phones, managing emails, and preparing various documents including letters, memoranda, reports, agreements, and publications;
- Assisting in the formulation and implementation of policies and procedures;
- Attending meetings and providing necessary support and administrative assistance;
- Delivering presentations to external groups;
- Possibly supervising staff;
- Utilizing a variety of software applications;
- Fostering a commitment to exceptional public service and ensuring that both external and internal customers receive the highest quality of service;
- Operating a personal computer and other related equipment as part of the job.
MINIMUM QUALIFICATIONS: A minimum of five (5) years of experience in administrative and support roles of increasing responsibility, with at least one (1) year of experience using current office software, and possession of an Associate's Degree from an accredited institution with major coursework in business administration or a related field; or an equivalent combination of experience, education, or training directly related to the required knowledge, skills, and abilities.
ADDITIONAL REQUIREMENTS: Must successfully complete a Class III County physical examination and background check.
