Job Title: Interoperability Test and Evaluation Specialist

SUMMARY

The Joint Interoperability Test Command (JITC) Test Evaluation and Certification II Services (TEC II) contract delivers technical solutions for the Department of Defense, focusing on Test and Evaluation (T&E) services and enabling functions.

JITC's service requirements are organized into the following categories: T&E Performance Requirements, T&E Capability Management Requirements, T&E Capability Requirements, and Overarching Contract and Task Order (TO) Requirements.

TEC Services are provided to DoD Combatant Commanders, Services, Agencies, federal and state organizations, coalition partners, and commercial entities to assist in the design, development, acquisition, integration, deployment, operational use, and maintenance of new and enhanced Information Technology/National Security System capabilities.

JOB DUTIES AND RESPONSIBILITIES

  • Design and implement interoperability test planning documentation to verify that platform under test (PUT) interoperability requirements standards and criteria are fulfilled. This includes creating requirements analysis plans, data management analysis plans, and interoperability evaluation plans.
  • Review relevant PUT requirements documents (e.g., Initial Capabilities Documents, Capability Development Documents, Capability Production Documents, Information Support Plans, Test and Evaluation Master Plans, Concept of Operations, etc.) to ensure user requirements and criteria are accurately documented and integrated early in the T&E planning process.
  • Propose modifications to the T&E process or detailed procedures to program managers, program office staff, and other stakeholders.
  • Integrate Design of Experiment (DOE) and Scientific Based Test Design (SBTD) into T&E methodologies.
  • Ensure interoperability test requirements, scenarios, and scripts comprehensively address Key Performance Parameters (KPPs).
  • Gather all interoperability-related technical data collected during T&E events.
  • Organize Data Authentication Groups (DAG) to evaluate and authenticate data and investigate anomalies before the data advances in management processes.
  • Utilize both manual data analysis techniques and automated testing tools to assess collected data.
  • Conduct real-time data collection, analyze test outcomes, and prepare thorough, accurate, and complete formal test documentation.
  • Document initial findings and finalize test results in applicable joint interoperability certification reports.
  • Ensure T&E reports comply with current JITC policies and procedures, delivering reports after comprehensive administrative and managerial review.
  • Maintain a complete record of anomalies and errors identified during testing, notifying stakeholders as necessary.
  • Participate in Integrated Product Team (IPT) meetings, Test Concept Briefs (TCBs), Test Readiness Reviews (TRRs), program reviews, teleconferences, and video teleconferences.
QUALIFICATIONS

Required Certifications

  • This position requires an active Secret security clearance upon hire with the capability to obtain and sustain a Top Secret/Sensitive Compartmented Information clearance. Current TS/SCI is preferred.
  • Requires at least 1 certification in area of specialization.
Education, Background, and Years of Experience

Requires a bachelor's degree with a minimum of 2 years of experience; or an Associate's degree with at least 4 years of experience; or 6 years of relevant experience. One year of experience may be substituted by 15 semester hours completed towards a Master's degree. Additional certifications in the area of specialization may substitute for experience, subject to variation by certification. The degree must be in a relevant technical field, and experience must relate to the job duties.


ADDITIONAL SKILLS & QUALIFICATIONS

Required Skills

  • Operational Test and Evaluation (OT&E) experience is essential.
  • Proficient in using the Microsoft Office suite.
Preferred Skills

  • Experience with COMOPTEVFOR, NAVSEA, or NAVAIR operational testing is advantageous.
  • Strong communication skills, including verbal, written, and presentation abilities, with the capacity to articulate complex issues clearly and concisely.
  • Attention to detail in creating, reviewing, and editing requirements, specifications, test plans, and recommendations related to proposed solutions.
  • Ability to quickly grasp new concepts and apply them accurately in a dynamic environment while organizing work to meet established timelines.
  • Capacity to collaborate effectively with senior management, cross-functional teams, internal/external customers, and end-users.
WORKING CONDITIONS

Environmental Conditions

  • Contractor site with minimal travel possible. Occasional off-hours work may be required to support releases and outages. General office environment. Work is primarily sedentary but may involve standing and walking for short periods. The working environment is generally favorable, although this position requires physical presence aboard US Navy/US Naval Ship vessels during operations to support test activities as part of the underway Interoperability Test Team.

  • Sedentary - 10 lbs. Maximum lifting, occasional lift/carry of small articles. Some occasional walking or standing may be required.
