Position Overview

QinetiQ U.S. is seeking a Critical Infrastructure Subject Matter Expert III tasked with developing and executing cybersecurity engagement initiatives for a federal government client. The ideal candidate will possess extensive experience in the cybersecurity domain. Key responsibilities include implementing best practices and managing interactions with congressional stakeholders, strategies, and tactics aimed at enhancing resilience and minimizing risks to critical infrastructure.

Key Responsibilities

  • Identify infrastructure assets and systems vulnerable to cyber and physical threats during incidents.
  • Analyze dependencies and interdependencies among infrastructure assets and systems that may lead to cascading consequences.
  • Assess disruptions with potential national or regional impacts on infrastructure assets or systems, evaluating the effects of these disruptions through both open-source and confidential channels.
  • Conduct analyses using qualitative heuristics, modeling, simulation results, and other analytical techniques to characterize the direct and cascading impacts of disruptions on infrastructure assets and systems.
  • Recommend potential mitigations to minimize impacts on Critical Infrastructure.
  • Develop decision support materials that provide insights into potential impacts of disruptions and interventions that the Federal government could implement to mitigate risks to critical infrastructure.
  • Conduct thorough research on emerging threats and vulnerabilities affecting critical infrastructure, including cyberattacks, physical attacks, natural disasters, and climate change.
  • Create comprehensive risk assessments on topics such as Electromagnetic Pulse, Position, Navigation, and Timing, and Space/Space Weather.
  • Provide written evaluations of risk based on extensive research from diverse sources, including government reports, industry publications, and open-source intelligence, along with recommendations for risk reduction.
  • Identify trends and patterns in threats.
  • Evaluate the likelihood and impact of potential threats on critical infrastructure systems using cost-benefit analysis principles and familiarity with risk assessment frameworks.
  • Stay informed on the latest advancements in technology, regulations, and threat landscapes to ensure the ongoing effectiveness of risk management strategies.
  • Clearly and concisely communicate complex technical information to diverse audiences, both in writing and verbally.
  • Incorporate findings from risk analyses into the organization's existing risk registers as appropriate.
  • Propose practical mitigation strategies to address identified risks, including cybersecurity measures, physical security enhancements, and disaster preparedness plans.
  • Assess the effectiveness of current risk mitigation strategies for critical infrastructure, identifying gaps and limitations, and recommending research priorities to address them.
  • Evaluate the impact of mitigation strategies on risk reduction through quantitative analysis and modeling.
  • Collaborate with engineers, security experts, and policymakers to develop and implement risk management strategies for critical infrastructure.
  • Participate in tabletop exercises and simulations to test and refine mitigation strategies in realistic scenarios.
  • Prepare and deliver briefing materials and presentations to stakeholders regarding the effectiveness of risk mitigation strategies.
  • Develop products that provide insights into the inefficacy of existing risk management efforts or assess why risk mitigation efforts have successfully managed risks to an acceptable level.
  • Provide analytical support to execute the annual National Critical Infrastructure Prioritization Program (NCIPP) Data Call, produce the annual NCIPP prioritization analysis, and enhance and modernize the NCIPP program.

Required Qualifications

  • Master's degree in Engineering Sciences.
  • A minimum of 10 years of experience in an engineering field (systems, nuclear, biochemical, civil, or chemical), operations research, and/or advanced computing (including AI).
  • Demonstrated knowledge of the engineered systems central to the 16 Critical Infrastructure sectors.
  • Top Secret/Sensitive Compartmented Information (TS/SCI) clearance.
