Data Governance and Applications Manager

The City of New York is seeking a highly skilled Data Governance and Applications Manager to join its team. As a key member of the Business Intelligence Department, this individual will be responsible for overseeing the planning and development of both new and existing initiatives related to data governance and applications.
The ideal candidate will have exceptional proficiency with data, including a strong technical quantitative foundation and understanding of various data manipulation tools and programming languages. They will be well-equipped to identify data needs across the division, taking a consultative approach to helping A&CM unit leads establish and improve upon appropriate metrics to stay abreast of their units' work.
The Data Governance and Applications Manager will lead business requirements collection and solutioning with the BI team, collaborating with NYCHA IT team on IT solutions and applications development. They will write and execute advanced SQL and Python commands for data analytics, dashboards, and reporting, and lead the design and development of self-serve BI and visualization dashboards.
The successful candidate will have a proven track record of driving change and innovation while effectively juggling diverse responsibilities and multiple, competing priorities. They will be an exemplary communicator, able to explain complex data concepts to non-quantitative audiences and foster a culture of data-driven decision making across the division.
Key Responsibilities:
- Manage a close collaboration with A&CM business units and other NYCHA departments to lead business requirements collection and solutioning with the BI team.
- Collaborate with NYCHA IT team on IT solutions and applications development.
- Write and execute advanced SQL and Python commands for data analytics, dashboards, and reporting.
- Lead the design and development of self-serve BI and visualization dashboards.
- Create and maintain interfaces within Microsoft Power Platform.
Requirements:
- A baccalaureate degree from an accredited college, including or supplemented by twenty-four (24) semester credits in computer science or a related computer field and two (2) years of satisfactory full-time software experience in designing, programming, debugging, maintaining, implementing, and enhancing computer software applications, systems programming, systems analysis and design, data communication software, or database design and programming, including one year in a project leader capacity or as a major contributor on a complex project.
- Or a four-year high school diploma or its educational equivalent and six (6) years of full-time satisfactory software experience as described above, including one year in a project leader capacity or as a major contributor on a complex project.
- Or a satisfactory combination of education and experience that is equivalent to the above.
