Job Responsibilities

The Commonwealth of Virginia is seeking a skilled and motivated individual to fill the role of Policy Analyst within the Behavioral Health Commission (BHC). This Commission operates as a permanent entity of the Virginia General Assembly, focusing on enhancing the state's behavioral health system and improving patient outcomes. The BHC comprises state legislators responsible for making critical policy decisions that ensure Virginians have access to comprehensive, high-quality behavioral health services. The full-time staff of the Commission engages in thorough, independent, and nonpartisan public policy research and performance evaluation to shape the Commission's agenda and provide informed policy recommendations to legislators.

Key Responsibilities Include:

  • Conducting primary research through interviews, field studies, surveys, and other qualitative methods.
  • Performing data analysis, including statistical evaluations as needed.
  • Collaborating with stakeholders in various settings through in-person visits and interviews.
  • Synthesizing information from secondary sources, such as research from other states and academic journals.
  • Formulating actionable recommendations for consideration by BHC members.
  • Assisting legislative members in drafting legislation and budget proposals to implement recommendations during sessions.
  • Representing the agency in front of legislative audiences and other stakeholders.

Minimum Qualifications

Ideal candidates will possess the following qualifications:

  • A Bachelor's degree or higher in public policy, health policy, or a related research discipline; a J.D. with an interest in public policy is also acceptable.
  • A minimum of 5 years of professional experience, including at least 2 years in applied research within public policy, program evaluation, clinical, or legal fields.
  • Proficiency in conducting research in a non-partisan, neutral, and objective manner.
  • Strong critical thinking, analytical, and problem-solving abilities.
  • Capability to synthesize and communicate complex information clearly and concisely.
  • Excellent writing and verbal communication skills.
  • Ability to manage multiple projects and meet tight deadlines.
  • A keen intellectual curiosity and willingness to learn.
  • Attention to detail and the ability to work effectively in a team environment.
  • Proficiency in Microsoft Word, Excel, and PowerPoint.

Knowledge of behavioral health systems and services, particularly within Virginia, is preferred. Familiarity with the state's government and legislative processes is an advantage.
