Position Overview

The Infrastructure and Projects Authority (IPA) serves as the central hub for government expertise in infrastructure and significant projects. Reporting directly to the Cabinet Office and HM Treasury, we are dedicated to enhancing the successful execution of various infrastructure initiatives, including transportation, education, healthcare, housing, defense, information technology, and major transformation programs. Our mission is to elevate the project delivery and finance professions across the government.

Team Objectives

The Insight and Profession Team is committed to fostering leadership and growth within the project delivery sector. Our contributions span four key service areas:

  • Developing a skilled and respected professional community through targeted initiatives, ensuring a diverse talent pipeline, and facilitating accreditation.
  • Leading data collection and analysis efforts to provide insights that enhance project outcomes at both the portfolio and program levels.
  • Enhancing governance, management, and strategic direction to drive accountability and maturity within the function.
  • Building a connected community across government through effective communication and events, promoting the adoption of beneficial products and services.

Key Responsibilities

The IPA is responsible for:

  • Establishing standards for the setup, development, delivery, and assurance of projects and programs.
  • Building professional capacity through learning opportunities and career development mechanisms.
  • Providing essential data and insights to monitor performance and drive continuous improvement.
  • Developing strategies to enhance project delivery and align with broader government goals.

We seek a skilled Project Delivery Governance Manager to oversee governance and control activities, facilitating effective management and decision-making processes.

Core Duties

  • Oversee the creation and implementation of a long-term strategy for project delivery across government.
  • Manage the secretariat for key governance boards, ensuring high-quality service delivery, including meeting coordination and documentation management.
  • Develop and refine the governance framework for project delivery functions.
  • Establish a centralized reporting process for continuous improvement assessments.
  • Support departments in enhancing their governance frameworks to align with cross-government standards.
  • Regularly review and update the project delivery functional standards.
  • Foster collaborative relationships within the IPA and across government departments.
  • Conduct research to identify areas for improvement and future strategic goals.
  • Present analytical findings and recommendations to senior leadership.
  • Monitor progress against strategic objectives and implement relevant metrics.
  • Guide senior executives in decision-making processes.

Candidate Profile

Essential Qualifications:

  • Experience in project delivery within a project, program, or portfolio context.
  • Proficiency in governance, secretariat functions, and board interactions.
  • Understanding of strategy and policy development processes.
  • Ability to engage stakeholders in strategic discussions.
  • Familiarity with government functions and their objectives.

Desirable Qualifications:

  • Accreditation under the Government Project Delivery Accreditation Scheme.
  • Experience in organization-wide governance frameworks.
  • Background in supporting strategy and policy development.
  • Experience in establishing functional standards.

Additional Information

At least 60% of working hours should be spent at the principal workplace, with occasional requirements for travel for official duties.

Technical Skills Assessment

Candidates will be evaluated on their expertise in Governance, Planning, and Stakeholder Management during the selection process.
