Position Overview

The Infrastructure and Projects Authority (IPA) serves as the government’s central hub for expertise in infrastructure and significant projects. We operate at the core of governmental operations, directly reporting to the Cabinet Office and HM Treasury. Our dedicated teams comprise specialists in infrastructure, project execution, and financial management, collaborating with various government departments and industry stakeholders. Our mission is to facilitate the successful execution of diverse infrastructure and major projects, including but not limited to transportation systems, educational institutions, healthcare facilities, housing developments, defense initiatives, information technology, and extensive transformation programs.

Our objective is to perpetually enhance the delivery mechanisms for infrastructure and major projects, aligning with governmental priorities to enrich the lives of citizens. We aim to establish the most efficient project delivery system globally.

Team Dynamics

The Insight and Profession Team is dedicated to fostering leadership and development within the project delivery domain. This team contributes to the IPA's overarching mission through four primary service areas:

  • Developing a skilled and respected professional community through targeted initiatives, learning opportunities, and leadership products, ensuring a diverse and robust talent pipeline.
  • Leading data collection and analysis efforts across the Government Major Projects Portfolio (GMPP) and beyond, providing essential tools and insights for enhanced project outcomes.
  • Facilitating continuous improvement and accountability within the function by supporting governance, management, and strategic direction, while establishing standards and best practices.
  • Creating an engaged and interconnected community across government through regular communications, events, and support for the adoption of innovative products and services.

Key Responsibilities

The Infrastructure and Projects Authority is tasked with:

  • Establishing standards and facilitating the setup, development, delivery, and assurance of portfolios, programs, and projects.
  • Defining professional standards and enhancing capability through learning and career development mechanisms.
  • Providing critical data, benchmarks, and insights to assess performance and drive targeted improvements.
  • Formulating strategies to advance project delivery across government, contributing to the achievement of United Nations Sustainable Development Goals (UNSDG) while fostering a community of informed professionals through effective communication and outreach.

We seek a seasoned Project Delivery Governance Manager to oversee daily governance and control functions, enabling effective management and decision-making processes.

Role Expectations

The successful candidate will:

  • Oversee the formulation, maintenance, and execution of a long-term strategy for project delivery across government, ensuring alignment with departmental strategies.
  • Manage the secretariat for key governance boards, delivering high-quality services including meeting scheduling, agenda preparation, and documentation management.
  • Develop and refine the governance and management framework for the project delivery function.
  • Implement a centralized reporting process for continuous improvement assessments and assist departments in creating actionable plans.
  • Support departments in enhancing their governance and management frameworks, ensuring alignment with cross-government standards.
  • Regularly review and update the project delivery functional standards and assessment frameworks to ensure they are effectively integrated into the project delivery system.
  • Foster collaborative relationships within the IPA and across government departments to maintain strategic alignment.
  • Conduct research and analysis to identify areas for improvement and future strategic objectives for the project delivery function.
  • Present insights and recommendations to senior leadership within the project delivery function.
  • Monitor progress against strategic objectives, implementing relevant metrics for evaluation.
  • Provide guidance to senior executives in decision-making processes.

Candidate Profile

Essential Qualifications:

  • Proven experience in project delivery within a project, program, or portfolio context.
  • Demonstrated expertise in governance, secretariat functions, and reporting within a corporate or project environment.
  • Understanding of strategy and policy development processes, with the ability to leverage data and evidence for strategic enhancement.
  • Experience in facilitating stakeholder engagement in strategy and policy development, promoting transparency and inclusivity.
  • Familiarity with the government function model and its objectives.

Desirable Qualifications:

  • Accreditation at practitioner or senior practitioner level under the Government Project Delivery Accreditation Scheme.
  • Experience in supporting organization-wide governance and management frameworks.
  • Background in aiding strategy and policy development to achieve strategic objectives.
  • Experience in developing and establishing functional standards or equivalent frameworks.

Additional Information

It is expected that a minimum of 60% of your working hours will be spent at your primary workplace, with occasional requirements to attend other locations for official duties.
