Job Summary

As a key member of the Electricity Department, you will be tasked with the advancement and upkeep of specialized computer applications and systems. This includes managing all hardware and software related to GIS, OMS, IVR, Engineering Analysis, Field Staking, GPS, and mobile applications. You will ensure the maintenance, security, and integrity of data within departmental applications and facilitate data sharing with other city departments. You will act as the primary point of contact for any computer-related issues within the department and collaborate with the IT Department as necessary. Additionally, you will be responsible for training employees on computer applications and maintaining essential mapping and easement records. You will also support the Engineering Section in enhancing and sustaining the dispatching system, SCADA, AMI, and other communication systems.

Essential Duties and Responsibilities

  1. Provide recommendations and assist in the formulation of GIS policies, products, applications, and organizational frameworks for management.
  2. Oversee quality control of data utilized in GIS and mobile applications.
  3. Conduct functionality tests on the GIS/OMS System, addressing repairs and reporting issues as necessary.
  4. Generate and maintain reports and queries within the GIS System and SQL database.
  5. Monitor project progress and report findings to supervisors.
  6. Evaluate product and service contracts.
  7. Ensure operational quality of computers using GIS applications through maintenance and troubleshooting.
  8. Review standards, policies, and database designs for GIS.
  9. Create maps and State permits utilizing AutoCAD.
  10. Support and instruct department personnel in the use of GIS software applications.
  11. Keep the Department's GIS data updated on a daily basis.
  12. Collaborate with software vendors to ensure optimal system operation and explore further development opportunities.
  13. Conduct field surveys using ground control points, GPS, and UAV aerial imagery to maintain accurate GIS data.
  14. Develop and enhance mobile applications, web maps, and field workflows for seamless integration.
  15. Coordinate GIS special project teams.
  16. Administer ARCGIS Online Organization and GIS Servers.
  17. Assist Dispatchers during significant power outages.
  18. Train and supervise GIS interns.
  19. Perform additional duties as assigned.
Minimum Qualifications, Experience, Training, & License
  1. Bachelor's degree in professional geography with extensive knowledge of Geographic Information Systems (GIS), preferably with experience in electrical utilities, or a combination of education and six to ten years of experience in mapping, technical drawing, and GIS implementation.
  2. Experience with UAV for data acquisition.
  3. Valid driver's license.
Required Knowledge, Skills, and Abilities
  1. Comprehensive knowledge of ESRI software (Arcview and ARC GIS).
  2. Familiarity with computer-aided drafting (CAD), mechanical drafting equipment, and surveying tools.
  3. Understanding of GIS databases and the ability to update them.
  4. Proficiency in operating GPS hardware and software.
  5. Knowledge of materials used in constructing electrical distribution systems.
  6. Ability to maintain an organized filing system.
  7. Self-motivated with a strong attention to detail and record-keeping.
  8. Effective communication skills for discussing easements and policies with various stakeholders.
  9. Capability to transport equipment weighing up to 50 pounds in both field and office settings.
  10. Willingness to work extended hours during power outages.
  11. Aptitude for learning and interpreting departmental rules, regulations, and service policies.
  12. Ability to lead and mentor temporary interns in the GIS Section.
Physical Demands
  1. Ability to sit at a desk/computer for prolonged periods.
  2. Capability to work outdoors in various weather conditions.
  3. Ability to lift up to 50 lbs.
  4. Must possess a valid driver's license.
Equipment/Tools Used
Copier; printer; scanner; personal computer utilizing software programs such as Microsoft Word and Excel, GIS, and Daffron; GPS equipment; vehicles; communication devices.
