Responsibilities:
The Air Quality Compliance Engineer

will oversee environmental programs and ensure compliance at the Pine Bluff, AR facility.

Guide and influence site leadership to guarantee adherence to regulations and company standards, drive continuous performance enhancement, and incorporate EHS performance objectives into standard operational processes.

Formulate strategies to meet these objectives in alignment with the site’s business goals and values. Support all operations managers in grasping compliance measures and provide direct assistance as necessary.
Ensure that all assigned Environmental permits are adequately maintained and properly executed.
Encourage site operational leaders to actively promote EHS initiatives within their areas of responsibility.
Evaluate the environmental risks associated with activities and advise management on potential impacts.
Implement and/or advance corporate EHS strategies at the site operations level.
Conduct audits of facilities and systems to identify opportunities for improvement and assist in achieving goals and objectives.
Support the completion of any regulatory submissions, notifications, etc., necessary to maintain compliance with federal, state, and local EHS regulations.

Monitor pending and proposed regulations and position the facility to comply with minimal impact.

Analyze performance trends and provide feedback and assistance in addressing deviations.
Interpret data and observations to ensure compliance with regulatory requirements and industry standards, advising management accordingly.
Lead the creation and ensure the implementation of company EHS policies and procedures.
Oversee the monitoring, recording, and disposal of hazardous waste generated at the facility.
Conduct routine environmental, health, and safety audits.
Facilitate annual required training, new employee training, and track training progress.
Maintain a working knowledge of new technologies developed by the industry and government regulators.
Ensure accurate documentation and maintenance of required records.
Assess the effectiveness of company safety and environmental programs and make necessary adjustments.

Specific Responsibilities include primary oversight of the mill's Air Compliance & Permitting programs, SARA Title III – Tier II & Form R reporting, coordination of Land Application activities as regulated by a state-issued no discharge permit, and management of a Class 3N facility landfill.


Applicants should possess demonstrated experience with: Title V reporting and permitting requirements, reviewing process and continuous monitoring data for identifying deficiencies or adverse trends in air compliance parameters, preparation of various compliance reports, including annual emissions inventory reports, annual certification, semi-annual & annual monitoring reports, NESHAP and NSPS reports & compliance testing reports, preparation & submission of various SARA Title III reports, management of a Land Application Program authorized by a no discharge permit, including execution & reporting, and management of a Class 3N facility landfill, including waste tracking, coordination of an annual regulatory required survey & corresponding reporting to the state.


Qualifications:

Education/Skills: A Bachelor of Science degree or a closely related field is required, along with a minimum of 5 years of experience in an EHS role within a manufacturing environment.

The ideal candidate will be energetic and dynamic, possessing excellent presentation and communication skills.
Comfortable and proficient in public speaking.
Strong problem-solving abilities.
Capability to motivate, train, and delegate responsibilities.
Ability to lead, build consensus, and work collaboratively within a team environment.
Initiate and manage change effectively.
Demonstrated leadership and change management skills.
Willingness to travel occasionally for training.
