Job Overview:

The Peoplesoft Developer (Programmer VI) is responsible for executing software development assignments, which encompass feature enhancements, new functionalities, and system upgrades.

This role collaborates with technical support personnel, functional analysts, and network specialists to create code corrections, modify existing systems according to design specifications, or establish new interfaces and processes.

The individual will be adept at identifying, investigating, and resolving production issues while participating in code evaluations to ensure adherence to development standards and system/business requirements.


Operates with minimal oversight, exercising considerable initiative and independent judgment. This position is designated for U.S. Citizens or residents only.

Key Responsibilities:

Maintains regular and predictable attendance in accordance with agency leave policies and performs additional duties as assigned.


Designs, develops, and modifies intricate computer programs, subroutines, triggers, stored procedures, objects, classes, and scripts.

Conducts necessary testing of assigned programs, which includes generating test data, writing test scripts/execution sequences, analyzing test outcomes, debugging identified errors, etc.

Provides customer service, coordination, and communication within a complex organizational structure. (40%)

Supervises trainers, technical support personnel, network specialists, and contract staff to implement modifications and updates to existing systems or to introduce new systems.

Identifies, investigates, and resolves production challenges. This may involve analyzing issues, coding, testing, implementing, and training other technical staff and/or clients. Facilitates stakeholder and user approvals for new system modifications and the migration of fixes. (30%)

Develops contemporary software development methodologies and establishes development standards (including programming, documentation, and testing standards) to ensure application quality and maintainability.

Oversees code evaluations to ensure compliance with development standards and system/business requirements. Develops and maintains documentation for internal IT staff and stakeholders regarding CAPPS Financial Security roles and tasks. (25%)

Performs other related tasks and responsibilities as required or assigned in response to business needs. (5%)

Required Knowledge, Skills, and Abilities:

Familiarity with PeopleSoft Financials data elements and table structures.

Proficiency in SQL, PeopleSoft Query, PeopleSoft Trees and configurations, nVision; with preferred knowledge in BI Publisher, Unix/Linux, and Windows.

Understanding of the migration of objects/projects to production.
Knowledge and comprehension of coding and testing procedures.
Awareness of information technology standards, practices, and project lifecycles.
Understanding of governmental accounting regulations, processes, and requirements.
Knowledge of the principles, practices, and techniques of computer programming and systems analysis.
Skill in gathering data requirements, query design, development, testing, and optimization.
Proficiency in PeopleCode, SQL analysis tools & explain plans, PeopleTools, and PeopleSoft debugging.

Expertise in using PeopleSoft Financials 8.8 (or higher) and PeopleTools 8.50 (or higher) architecture, tools, and Oracle database.

Ability to communicate technical analysis and data results in clear business terms that are understandable to management, executives, and non-technical clients.

Capability to troubleshoot and resolve technical issues in a complex system environment.
Ability to develop technical reports, create work plans, monitor progress, and provide oral and written status updates.
