We are seeking a Senior Business Analyst who will play a pivotal role in gathering, comprehending, and documenting business needs, as well as converting those needs into both functional and non-functional specifications and prototypes for an internal governmental platform. This position will also involve guiding and mentoring the business analysts associated with the Common Services and Service Site to ensure their contributions align with the overarching system requirements.

The Senior Business Analyst will verify that the system adheres to these requirements and meets the expectations of end users. Acting as a bridge between the Business, Development, and Testing teams, this role will involve validating test conditions and supporting User Acceptance Testing and Demonstrations. The organization employs the Scaled Agile Framework (SAFe) methodology to effectively manage the complexities of system development.

Key Responsibilities:

  • Conduct comprehensive business and system analysis and prepare relevant documentation.
  • Provide leadership and guidance to business analysts across various delivery teams to ensure alignment with overall system requirements.
  • Engage in research, analysis, and the elicitation and validation of business, functional, and non-functional requirements.
  • Design and implement user acceptance test cases, test suites, and test plans.
  • Contribute to new technology initiatives as assigned.
  • Prepare high-level design documentation, business requirements documentation, and supplementary functional and non-functional requirements documentation.
  • Document, communicate, and facilitate the resolution of requirements changes identified during implementation, ensuring appropriate follow-through.

Essential Skills/Experience:

  • A minimum of 12 years of experience in eliciting business requirements and creating workflows for significant systems.
  • Proficiency in developing and utilizing functional and non-functional requirements artifacts, including Use Cases, Epics, Features, User Stories, Requirements Definitions, Process Definitions, User Interface Wireframes, Data Dictionaries, and Field Level Mappings for data integration.
  • Experience in providing leadership and direction to business analysts across multiple teams to deliver large-scale complex systems.
  • Familiarity with Agile Scrum and/or Kanban methodologies.
  • Experience with the Scaled Agile Framework (SAFe) methodology.
  • A strong understanding of the SAFe Agile Release Train Engineer role and the capability to perform it.
  • Experience with cloud-based SaaS solutions.

Preferred Skills/Experience:

  • Experience in creating workflows for major systems.
  • Demonstrated ability to analyze, disseminate, and interpret policies and procedures.
  • Capability to comprehend business requirements and document them into functional specifications.
  • Ability to collaborate with architects, developers, engineers, and domain experts to document non-functional requirements.
  • Excellent written and verbal communication skills.
  • Strong attention to detail and ability to manage multiple tasks.
  • Effective conflict resolution and negotiation skills.
  • Experience in determining and documenting requirements for APIs.
  • Familiarity with Azure API Management and Azure DevOps.
