Business Solutions Analyst

The Business Solutions Analyst will be responsible for gathering and formulating business requirements for our Mortgage Insurance Fund (MIF) initiative by documenting existing processes and systems. Based on the analysis of the current state, the Analyst will employ lean methodologies to redesign processes through collaborative and data-informed efforts, ultimately developing new business requirements for future state systems. These new requirements will facilitate the re-platforming of significantly enhanced processes on new technology to optimize the State's limited housing resources.

The Analyst will report directly to the VP / Application Development Manager and will play a crucial role in modernizing an outdated system. The ideal candidate will exhibit strong analytical skills when addressing challenges and proposing innovative solutions.

Key Responsibilities

Business Analysis
  • Engage with internal and external stakeholders and subject matter experts to elicit, analyze, communicate, and validate functional and strategic needs, as-is processes, and the development of to-be result-oriented solutions.
  • Prepare comprehensive business cases for project proposals, detailing the need, solution, feasibility, costs, timeline, and anticipated outcomes of the project.
  • During an approved project, conduct requirements gathering, identify business rules, prepare testing plans, monitor and document test results, and report on status, issues, and risks.
  • Investigate discrepancies in systems and processes and collaborate with technical teams to develop, implement, and test resolution strategies.
Process Improvement:
  • Utilize Lean principles in alignment with the Lean Initiative, employing methods to achieve data-driven outcomes within diverse teams.
  • Evaluate processes, take measurements, and interpret data.
  • Design, execute, test, and enhance systems and processes.
  • Develop best practices, routines, and innovative solutions to minimize waste and enhance the quality of output and results.
  • Conduct process simulations.
  • Manage multiple competing priorities in process design, assisting process owners in assessing progress on various fronts while prioritizing the most critical outcomes.
  • Adhere to standard Software Development Life Cycle (SDLC) models.
Project Management:
  • Conceptualize, develop, coordinate, prepare, and assist in implementing plans to support key initiatives.
  • Create tracking mechanisms, identify resources required for successful implementation, establish and implement timelines, and control methodologies to ensure effective project management.
  • Support program staff by gathering information, preparing materials, coordinating resources, and sharing information proactively.
Qualifications
  • Bachelor's degree; MBA or relevant technical degree preferred.
  • A minimum of 7 years of successful experience as a business analyst with a proven track record in managing and delivering large-scale, complex, multi-year projects.
  • A robust background in technology, analysis, and critically evaluating information from multiple sources; experience in breaking down high-level information into details, distinguishing user requests from underlying true needs, and developing solution ideas from requirements.
  • Demonstrated experience working effectively in a team environment and the ability to resolve conflicts.
  • Experience in a related professional business/project analyst role.
  • Proven experience in writing business requirements documentation (BRDs) and functional requirements documentation (FRDs), including creating workflow/process flow diagrams (candidates will be expected to provide examples of previous written materials).
  • Experience managing or working on projects through all phases of the Software Development Life Cycle (SDLC).
  • Strong organizational skills to manage expectations and project artifacts.
  • Excellent listening skills and the ability to extract pertinent information from key personnel.
  • Exceptional oral and written communication skills.
  • Proven experience in process re-engineering.
  • Strong technical skills.
  • Knowledge of process-related standards.
  • Analytical thinker with strong interpersonal skills.
  • Experience in finance/housing (e.g., mortgages, mortgage insurance/underwriting, and audits).
  • Public sector experience is advantageous.
  • Proficiency in Microsoft Office, Project, Excel, and Visio.
  • Experience with SQL Server is a plus.
