Position Overview

NIRA Inc., a dynamic women-owned small enterprise, is in search of experienced Financial Strategists to support federal agencies, including the FAA. The ideal candidate will exhibit a collaborative spirit, adept at problem-solving and providing strategic insights to senior management. This role necessitates exceptional analytical capabilities, a comprehensive grasp of financial and project management principles, and the skill to synthesize information from diverse sources to present a cohesive overview of projects. The candidate will work closely with various teams and stakeholders.

Key Responsibilities:

  • Develop financial plans and ensure budget modifications align with programmatic shifts;
  • Generate reports on program funding and expenditure status;
  • Assist in Budget Formulation initiatives and create documentation such as annual FAA Resource Planning Documents (RPDs), 5-Year Capital Investment Plan (CIP) summaries, Capital Investment Team (CIT) presentations, OMB White Sheets, and other essential financial planning materials;
  • Conduct budget shortfall assessments and draft impact and justification statements;
  • Initiate Purchase Requests (PRs), Purchase Orders (POs), and Purchase Authorizations (PAs) for COR endorsement utilizing PRISM and other FAA-approved platforms; Prepare Detailed Obligation Plans to monitor and reconcile financial data;
  • Support the creation of OMB Annual and Monthly reports (e.g., MIBCD) and associated financial documentation;
  • Collaborate with stakeholders to contribute to and prepare for various briefings and data requests.

Qualifications:

  • A minimum of 10 years of pertinent experience (e.g., Management, Business, Economics, Finance, etc.), with at least 5 years focused on federal acquisition strategies, budget formulation, budget execution, cost management, or contract oversight;
  • Meticulous attention to detail with proven ability to organize and manage intricate financial plans; high-level proficiency in spreadsheets, reporting tools, or cost estimation software;
  • Capacity to plan, coordinate, and prioritize tasks and workload, execute responsibilities, and adhere to deadlines;
  • Familiarity with US Government budget and finance systems and processes;
  • Strong verbal and written communication skills;
  • Able to work independently as well as collaboratively;
  • Eligibility to obtain Public Trust Clearance;
  • Position available for DMV area candidates only;
  • A Bachelor's degree from an accredited institution in Management, Business, Economics, Finance, Engineering, or related fields is mandatory.

Preferred Knowledge/Skills:

  • Previous experience with FAA budget formulation and execution.
