The City of Pasadena's Planning & Community Development department is on the lookout for a seasoned and adept Senior Plans Review Specialist within the Building & Safety Division. This role entails the examination of intricate building plans, structural calculations, and specifications to ensure adherence to established building codes and relevant laws and ordinances. The incumbent will prepare detailed plans and review reports, oversee the plan review section, and carry out related responsibilities as assigned. The Senior Plans Review Specialist serves as the primary supervisory class reporting to the Building Official, necessitating the supervision, direction, and review of the work performed by assigned personnel.

The Building & Safety Division is committed to providing plan review and construction inspection services that uphold minimum standards to protect life, health, property, and public welfare by regulating the design, construction, quality of materials, use and occupancy, location, and maintenance of all buildings and structures.

IDEAL CANDIDATE

The ideal candidate will play a crucial role in the Building and Safety team. They will possess experience in local jurisdictions and demonstrate the ability to manage politically sensitive issues in the absence of the Building Official. The candidate should have a background in reviewing a diverse range of plans, including residential, multi-family residential, mixed-use, and commercial and industrial construction projects. Excellent interpersonal and communication skills are essential, as the candidate may assist customers at the public counter. Furthermore, the ideal candidate will have experience in supervising staff and the capability to assign plan checks to the appropriate personnel.

JOB RESPONSIBILITIES

The key responsibilities for this position include:

  • Supervising, directing, assigning, and reviewing the work of staff responsible for examining plans and specifications and structural calculations for various building types to ensure compliance with building codes, grading ordinances, and other relevant laws; ensuring that plans meet all necessary requirements and correcting deficiencies as needed.
  • Conducting reviews for complex building projects and priority assignments; addressing issues and concerns related to the plans examination process.
  • Selecting and awarding contracts for plan review consultants; preparing requests for proposals, analyzing bids, and recommending consultant selections; overseeing consultant plans examination to ensure compliance with applicable codes and regulations; reviewing consultant invoices and approving payments.
  • Overseeing the tracking of projects to guarantee timely processing of plans.
  • Responding to complex verbal or written inquiries; providing technical training and assistance to engineers, architects, contractors, other city personnel, and the public; interpreting and explaining building codes, ordinances, regulations, policies, and procedures; developing alternative methods to comply with these requirements.
  • Assisting in the research and development of code changes or procedural enhancements to improve customer service.
  • Participating in the selection of section employees; planning, organizing, quality controlling, and assigning work; conducting or directing staff training and development; reviewing and evaluating employee performance; recommending disciplinary actions as necessary.
  • Maintaining regular attendance as an essential function of this classification.

EDUCATION AND EXPERIENCE

Minimum Qualifications:

  • Bachelor's degree in civil or structural engineering or architecture.
  • Three years of experience in structural design, architecture, or plans examination, including one year in a lead or supervisory role.
  • Possession of a Class C California driver's license and a satisfactory driving record.
  • Registration as a Professional Civil Engineer in the State of California and possession of an International Code Council (ICC) Certification as a Plans Examiner.
SELECTION PROCESS

The selection process will include a training and experience evaluation, subject matter expert review, an interview panel, and a department-level interview.
