Department: Planning & Community Development

The Planning & Community Development department of Pasadena is in search of a proficient and experienced Senior Plans Examiner - PE within the Building & Safety Division. Reporting directly to the Principal Plans Examiner, the Senior Plans Examiner - PE is responsible for the evaluation of building plans, structural calculations, and specifications to ensure adherence to established building codes and relevant laws and ordinances. This role also involves the preparation of detailed plan review reports and support at the permit counter. A registered Professional Civil Engineer in the State of California is a requirement for this position.

The Building & Safety Division plays a crucial role in providing plan review and construction inspection services aimed at enforcing minimum standards to protect life, health, property, and public welfare by regulating the design, construction, quality of materials, use and occupancy, location, and maintenance of all buildings and structures.

IDEAL CANDIDATE
The ideal candidate will be an integral member of the Building and Safety team, possessing exceptional interpersonal and communication skills. They will be results-oriented, capable of making challenging decisions while managing a demanding workload.

Essential Functions
JOB RESPONSIBILITIES
The primary responsibilities for this position include:
  • Reviewing intricate building plans for both residential and non-residential structures, focusing on architectural, accessibility, structural, energy, CALGreen, grading and drainage, excavation, and shoring; and generally for electrical, mechanical, and plumbing.
  • Evaluating engineering calculations and specifications for compliance with established building codes and applicable county, state, and federal laws.
  • Preparing comprehensive plan review documentation.
  • Consulting with engineers, architects, contractors, or the public regarding compliance with plans and necessary modifications.
  • Conducting field inspections to assist other inspectors or at the request of the Building Official.
  • Interpreting and clarifying requirements and restrictions related to building codes, ordinances, regulations, policies, and procedures.
  • Maintaining data related to current assignments using permitting software.
  • Utilizing computers for the review of electronic plans and providing feedback using plan check software programs.
  • Assisting in the research and development of code changes or procedures to improve customer service.
  • Correcting deficiencies as needed and devising alternative methods to meet compliance requirements.
  • Performing emergency safety assessments during and after disaster events.
  • Participating in external professional organizations, commissions, or focus groups as approved by the Building Official.

EDUCATION AND EXPERIENCE
Minimum Qualifications:
  • Bachelor's degree in civil or structural engineering or architecture.
  • Two years of experience in structural design, architecture, or plan checking.
  • Valid Certificate of Registration as a Professional Engineer by the State of California.
  • Possession of an International Code Council (ICC) Certification as a Plans Examiner.
Desirable Qualifications:
  • Experience in a public agency is preferred.
SELECTION PROCESS
The selection process may include a training and experience evaluation, an interview panel, and a department-level interview.

There is currently one vacancy in the Building and Safety Division of the Planning and Community Development Department.

Candidates selected for this position will undergo a one-year probationary work period.
Special Requirements
Must possess a Class C California driver's license and maintain a satisfactory driving record.
Possession of an International Code Council (ICC) Certification as a Plans Examiner is mandatory.
Must have a valid Certificate of Registration as a Professional Engineer issued by the State of California.
