The Senior Plans Review Manager is responsible for preparing detailed plans, review reports, overseeing the plan review section, and performing related duties as assigned. This position serves as the primary supervisory role reporting to the Building Official, necessitating the supervision, direction, and review of the work performed by assigned personnel. Additionally, the incumbent must hold a valid Professional Civil Engineer registration in the State of California.
The Building & Safety Division is tasked with providing plan review and construction inspection services to uphold minimum standards that protect life, health, property, and public welfare by regulating and controlling the design, construction, quality of materials, use and occupancy, location, and maintenance of all buildings and structures.
IDEAL CANDIDATEThe ideal candidate will play a crucial role within the Building and Safety team. This individual will possess experience working within local jurisdictions and the capability to manage issues of a political or sensitive nature in the absence of the Building Official. The candidate should have a background in reviewing a diverse range of plans, including residential, multi-family residential, mixed-use, and commercial and industrial construction projects. Exceptional interpersonal and communication skills are essential, as the candidate may interact with customers at the public counter. Experience in supervising staff and the ability to assign plan checks to the appropriate personnel are also key attributes.
JOB RESPONSIBILITIESThe primary responsibilities for this position include:
- Supervising, directing, assigning, and reviewing the work of staff responsible for evaluating plans and specifications and structural calculations for various types of buildings and structures to ensure compliance with building codes, grading ordinances, and other related laws; ensuring that plans meet the necessary requirements; correcting deficiencies as needed.
- Conducting reviews for complex building projects and priority initiatives; addressing issues and concerns related to the plans examination process.
- Selecting and awarding contracts for plan review consultants; preparing requests for proposals, analyzing bids, and recommending consultant selections; overseeing consultant plans examination to ensure compliance with applicable codes and regulations; reviewing consultant invoices and approving payments.
- Managing the tracking of projects to guarantee timely processing of plans.
- Responding to complex verbal or written inquiries; providing technical training and assistance to engineers, architects, contractors, other city personnel, and the public; interpreting and explaining requirements and restrictions related to building codes, ordinances, regulations, policies, and procedures; developing alternative methods to comply with those requirements.
- Assisting in the research and development of code changes or procedural modifications to improve customer service.
- Participating in the selection of section employees; planning, organizing, quality controlling, and assigning work; conducting or directing staff training and development; reviewing and evaluating employee performance; recommending disciplinary actions.
- Regular attendance is a fundamental aspect of this classification.

Minimum Qualifications:
- Bachelor's degree in civil or structural engineering or architecture.
- Three years of experience in structural design, architecture, or plans examination, including one year in a lead or supervisory role.
- Possession of a Class C California driver's license and a satisfactory driving record.
- Registration as a Professional Civil Engineer in the State of California and possession of an International Code Council (ICC) Certification as a Plans Examiner.
The selection process will involve a training and experience evaluation, a review by subject matter experts, an interview panel, and a department-level interview.

The eligibility resulting from this recruitment may be utilized to fill this vacancy and similar positions in the future. Candidates selected for this role will be subject to a one-year probationary work period.
