Position Overview:

The Senior Facilities Planning Specialist plays a pivotal role in the strategic development and management of County facilities. This position involves collaborating with various stakeholders to assess and determine the spatial and operational needs for upcoming projects.

Key Responsibilities:
  • Engage with administrative and operational teams to evaluate the functional requirements for proposed facility space, preparing comprehensive program statements and spatial layouts.
  • Conduct thorough assessments and provide recommendations regarding site specifications for new constructions and the viability of existing structures.
  • Oversee the preparation of proposals for capital projects and modifications, including leased properties.
  • Facilitate coordination of capital projects, ensuring alignment with the interests of the department while liaising with governmental and community agencies.
  • Analyze and determine future space requirements based on projected operational needs, offering insights for both immediate and long-term facility enhancements.
  • Review and approve architectural plans and specifications to ensure compliance with departmental standards and regulatory requirements.
  • Supervise inspections of construction projects to guarantee adherence to departmental specifications and evaluate any proposed modifications.
  • Prepare detailed drawings, specifications, and cost estimates for facility upgrades and equipment installations.
  • Manage project budgets, ensuring financial accountability and approving necessary adjustments for additional work.
  • Compile and submit applications for financial participation from relevant agencies, providing necessary technical documentation and progress reports.
  • Oversee the procurement of building equipment, evaluating bids and ensuring timely delivery and installation.
  • Coordinate maintenance services and other logistical support related to facility operations.
  • Lead negotiations regarding architectural service agreements and related contracts, presenting proposals for approval to the governing body.
  • Supervise a team involved in facilities planning and related operational services.

Qualifications:

Applicants must meet one of the following criteria:
  • Two years of experience as a Departmental Facilities Planner I, specifically in managing significant capital projects.
  • A four-year degree from an accredited institution combined with four years of experience at the architectural associate level in major architectural projects.
  • Four years of experience at the architectural associate level or in a responsible capacity analyzing major building project challenges.

Licensure:
A valid California Class C Driver License or the ability to utilize alternative transportation methods as necessary for job functions.

Physical Requirements:
Light physical effort may be required, including occasional lifting and walking.

Desirable Attributes:
Experience in leading significant building projects, public speaking, staff supervision, and managing park-related projects with substantial budgets will be advantageous.
