Job Summary

The Senior Associate Vice President for Facilities, Development, and Operations is a key leadership position at San Jose State University, responsible for overseeing the physical planning, development, and ongoing operation of all campus facilities. This role provides strategic direction, vision, and oversight to ensure that the University's physical plant supports its mission and goals.

Key Responsibilities
  • Strategic Planning: Develop and implement master plans, land use plans, and area development plans to chart the future of the physical campus.
  • Facilities Management: Oversee the development and implementation of policies, procedures, and processes to ensure compliance with regulatory requirements and best practices in facilities management.
  • Capital Planning: Direct the development and administration of a comprehensive multi-year capital outlay program, inclusive of university auxiliaries and fee-funded organizations.
  • Project Management: Serve as a project executive for large-scale capital projects, providing guidance, advice, and support to project teams to ensure success.
  • Real Estate Development: Direct the development and administration of real estate development projects, including property assessment, project feasibility, planning, financial, real estate transaction, and development phases.
  • Construction Management: Oversee the development and implementation of planning, design, and construction management processes and procedures to ensure compliance with campus, systemwide, and regulatory requirements.
  • Customer Service: Ensure that services are delivered in a manner aligned with campus priorities and expectations, while doing so within assigned resource allocations.
  • Personnel Management: Oversee the development and implementation of employee recognition and engagement initiatives, as well as training and professional development programs.
  • Communication: Ensure robust communication with the campus and key stakeholders concerning campus construction projects, producing and publishing reports documenting project portfolio accomplishments and progress.
Knowledge, Skills, and Abilities
  • Physical Planning: Thorough knowledge of physical planning principles and standards as related to a university and urban environment.
  • Capital Planning: Thorough knowledge of capital planning, including the ability to develop a broad and wide-ranging portfolio to support the University's goals and strategic initiatives.
  • Real Estate Development: Thorough knowledge of real estate development, including property assessment, project feasibility, planning, financial, real estate transaction, and development phases.
  • Facilities Management: Demonstrated knowledge of and ability to effectively administer services necessary to efficiently maintain and operate a complex physical plant, inclusive of power generating systems and utilities networks.
  • Environmental Health and Safety: Demonstrated knowledge of and ability to effectively administer environmental health and safety programs, including maintaining compliance with regulatory requirements.
  • Organizational Management: Thorough knowledge of organizational management and strategic planning necessary to lead a large and complex organization, including the ability to develop and administer necessary plans, policies, processes, and procedures to achieve goals and priorities.
  • Financial Planning: Demonstrated record of successful financial planning, budgeting, and fiscal management, including the ability to successfully manage multi-functional programs with significant budgetary impact.
  • Customer Service: Demonstrated ability to develop and monitor key performance metrics to ensure the department and its services operate efficiently while effectively serving the campus and meeting budgetary parameters.
  • Personnel Management: Demonstrated experience in a collective bargaining environment, including interacting effectively with many levels of personnel, providing sound analysis and guidance to management staff, performance management, dispute resolution, and team development.
  • Problem-Solving: Demonstrated ability to be a creative problem-solver, a strategic thinker, and an effective decision maker.
  • Communication: Ability to communicate effectively and work harmoniously with a diverse group of individuals at all levels within and outside of the organization.
Required Qualifications
  • Education: Bachelor's degree in urban or regional planning, engineering, architecture, construction, business administration, public administration, or a related field, or equivalent experience.
  • Experience: Ten years of progressively responsible experience within the field of facilities management, design/construction management, and real estate management, of which a minimum of three years is associated with senior-level experience in a complex organization.
  • Collective Bargaining: Demonstrated experience in a collective bargaining environment.
  • Leadership: Demonstrated success leading and overseeing teams responsible for the physical and/or capital planning and construction of large-scale commercial projects.
  • Capital Planning: Demonstrated acumen in the development of multi-year capital outlay plans.
Preferred Qualifications
  • Education: Master's degree in a related field.
  • Certification: Certified Access Specialist through the California Division of the State Architect.
  • Experience: Experience in a higher education environment.
  • Strategic Planning: Demonstrated experience developing and implementing strategic plans.
  • Leadership: Demonstrated experience building and sustaining a high-performing, service-focused organization.
