Job Summary

The Senior Associate Vice President for Facilities and Operations is a key leadership position at San Jose State University, responsible for overseeing the development and implementation of strategic plans for the university's physical infrastructure. This role requires a strong understanding of physical planning principles, capital planning, and real estate development, as well as excellent leadership and communication skills.

Key Responsibilities
  • Develop and implement master plans, land use plans, and area development plans to chart the future of the physical campus.
  • Ensure compliance with CEQA/EIR and other land use regulatory authorities for all projects.
  • Maintain accurate facility information and space records to inform decision-making.
  • Conduct routine building and infrastructure facility condition assessments to inform physical and capital planning efforts.
  • Develop and administer a comprehensive multi-year capital outlay program.
  • Serve as a project executive for large-scale capital projects and real estate development projects.
  • Act as the University's construction administrator, responsible for planning, design, and construction management processes.
  • Oversee the campus construction project portfolio, including budgetary oversight and contract compliance.
  • Ensure robust communication with the campus and key stakeholders concerning campus construction projects.
  • Directly responsible for all services provided by Facilities Development & Operations.
  • Oversee the annual operating budget, including establishment of cost recovery methodologies and rates.
  • Ensure services are delivered in a manner aligned with campus priorities and expectations.
Knowledge, Skills & Abilities
  • Thorough knowledge of physical planning principles and standards.
  • Thorough knowledge of capital planning, including ability to develop a broad and wide-ranging portfolio.
  • Thorough knowledge of real estate development, including property assessment, project feasibility, and financial analysis.
  • Demonstrated knowledge of and ability to administer a robust design and construction management program.
  • Demonstrated knowledge of and ability to effectively administer services necessary to maintain and operate a complex physical plant.
  • Demonstrated knowledge of and ability to effectively administer environmental health and safety programs.
  • Thorough knowledge of applicable state and federal codes and regulations.
  • Demonstrated knowledge and understanding of public works contracting and procurement requirements.
  • Thorough knowledge of organizational management and strategic planning.
  • Demonstrated record of successful financial planning, budgeting, and fiscal management.
  • Demonstrated ability to develop and monitor key performance metrics.
  • Demonstrated success implementing customer-focused and evidence-driven service approach.
  • Extensive knowledge of personnel management in a collective bargaining environment.
  • Demonstrated ability to be a creative problem-solver, strategic thinker, and effective decision maker.
Required Qualifications
  • Bachelor's degree in urban or regional planning, engineering, architecture, construction, business administration, public administration, or a related field.
  • Ten years of progressively responsible experience in facilities management, design/construction management, and real estate management.
  • Demonstrated experience in a collective bargaining environment.
  • Demonstrated success leading and overseeing teams responsible for physical and/or capital planning and construction of large-scale commercial projects.
Preferred Qualifications
  • Master's degree in a related field.
  • Certified Access Specialist through the California Division of the State Architect.
  • Experience in a higher education environment.
  • Demonstrated experience developing and implementing strategic plans.
  • Demonstrated experience building and sustaining a high-performing, service-focused organization.
