Director of Contracts

Skookum is a national leader in employment of individuals with disabilities and veterans, operating self-sustaining businesses across 13 states and the District of Columbia, with over 1,300 employees. We are dedicated to providing an incredible customer experience to our federal and private-sector customers.

The Director of Contracts will lead the Skookum Contracts team, responsible for all contractual matters, including pre-award, contract award, post-award, and contract close-out. This team supports and collaborates with Skookum Regional Vice Presidents, who retain P&L responsibility and ultimate authority, by pricing, negotiating, and administering all Skookum contracts.

Key Responsibilities:
  • Lead the Contracts team in selecting and managing subcontractors, developing contract language, and drafting teaming agreements.
  • Create a customer-oriented culture for the Contracts team, ensuring that the team remains easy to do business with and strives to partner with internal and external customers in a way that facilitates the customer's ability to accomplish their mission.
  • Deliver Skookum's Value Proposition to our internal and external customers.
  • Lead a team of professionals that create pricing workbooks that may be relied upon to bid or negotiate and then administer a wide range of service contracts and select manufacturing contracts.
  • Pricing responsibilities include creation of labor estimates based on engineering performance standards and/or historical data, material estimation, selection of capital equipment, subcontractor spend, insurance, etc.
  • Administer contracts, including the change process (modifications and requests for equitable adjustment), negotiation of follow-on year and base year agreements, proper processing of certificates of labor, and support to the internal Operations leaders regarding interpretation and implementation of Service Contract Act, Davis Bacon Act, and Collective Bargaining Agreements.
  • Support Project Accountants with the invoicing process and creation of operating budgets.

This is a leadership position, yet the leader is expected to work alongside the team. The Director of Contracts reports directly to the Chief Operating Officer and exercises independent judgment, discretion, and confidentiality, with minimal supervision required.
