Job Summary

We are seeking a highly skilled Contracting Director to join our team at Naval Facilities Engineering Systems Command (NAVFAC). As a key member of our procurement team, you will be responsible for leading the planning, development, advertisement, award, and administration of contracts for design, construction, planning, and environmental engineering projects.

Key Responsibilities
  • Oversee and lead efforts to plan, develop, advertise, negotiate, award, administer, and/or terminate contracts supporting long-range procurement programs.
  • Provide high-quality customer service and ensure transparent, timely communications with project managers, design managers, contracting officer representatives, and contractors.
  • Serve as Source Selection Authority or Source Selection Advisory Council Chairperson or member when procedures utilizing multiple boards are required.
  • Review and approve contracting documents to justify contractual costs or negotiation decisions.
  • Makes decisions or recommendations on the interpretation and content of federal regulations and agency policies concerning development and management of complex procurements.
Requirements
  • Must have experience with Construction, Architect/Engineering, and Environmental Contracting that includes knowledge of regulations such as FAR, DFARS, DFARS-PGI, NMCARS, and NPGI.
  • Ability to lead RFP development, technical evaluation, boards, competitive range determinations, best value determinations, and debriefs.
  • Demonstrated leadership within a dynamic and growing team, balancing workload between interns and experienced contract specialists.
