Director of Contracts Job Description

Skookum is seeking a highly skilled and experienced Director of Contracts to lead our contracts team in delivering exceptional service to our federal and commercial customers. As a key member of our leadership team, you will be responsible for managing all contractual matters, including pre-award, contract award, post-award, and contract close-out.

Key Responsibilities:
  • Lead the Skookum Contracts team in delivering exceptional service to our customers.
  • Manage all contractual matters, including pre-award, contract award, post-award, and contract close-out.
  • Develop and implement contract pricing and negotiation strategies.
  • Administer contracts, including change processes, negotiation of follow-on year and base year agreements, and proper processing of certificates of labor.
  • Support Project Accountants with invoicing and operating budget creation.
  • Oversee preparation and submission of annual Wage Determination Rate (WDR) modification requests.
  • Serve as primary point of contact with government Contracting Officers and Contract Administrators.
  • Provide extraordinary service to Site Managers, Project Accountants, and Regional Vice Presidents.
  • Responsible for updating and maintaining Skookum's accounts within the government's System for Award Management.
  • Develop and utilize an electronic contract filing system.
  • Manage web-based reporting, including CCR updates, ORCA updates, Manpower Reporting, and support for CPARs.
  • Work with Skookum's Maximo team to integrate relevant facilities, asset, and task data into pricing workbooks.
  • Responsible for understanding and interpreting the Federal Acquisition Regulations (FAR) to develop solutions for federal customers.
  • Skilled negotiator with a win-win approach.
  • Oversee preparation of Skookum Subcontracting Plans and complete required reports.
Requirements:
  • Bachelor's Degree in Business, Construction Management, or related field.
  • Minimum 8 years of federal contracting and cost estimating experience, preferably with the Department of Defense (DoD) contracts.
  • Valid state driver's license and ability to obtain and maintain coverage by Skookum's insurance.
  • Ability to obtain and maintain applicable security clearances and installation access.
