About the Position

Hennepin County is seeking a seasoned leader to join our team as a Fraud Prevention and Program Integrity Director. This is a critical role that requires a strong understanding of fraud prevention and program integrity principles, as well as excellent leadership and management skills.

Key Responsibilities
  • Provide strategic direction and leadership to the Fraud Prevention and Investigations team, ensuring the effective prevention, detection, and investigation of fraud in critical program areas.
  • Oversee and provide strategic direction to staff responsible for conducting investigations into fraud, waste, or abuse, and refer those results to appropriate administrative, regulatory, and enforcement authorities.
  • Work with department leadership to create an organizational vision and strategy for fraud prevention and program integrity, ensuring alignment with county goals and objectives.
  • Partner and liaison with the state Office of the Inspector General, law enforcement, and other external stakeholders to identify best practices and trends in fraud prevention and investigations.
  • Ensure programs operate in compliance with federal and state laws and regulations, and work with leadership to develop and monitor budgets, revenues, and expenditures.
  • Collaborate and build partnerships across the organization to support and further the work of fraud prevention and program integrity.
  • Recommend policies relating to the prevention and detection of fraud and abuse, and monitor the implementation of those recommendations.
  • Use and develop data metrics to monitor agency performance and identify areas of opportunity to continuously improve processes, policies, and practices.
Requirements
  • 11 or more years of management or administrative experience, or a combination of education and experience that demonstrates equivalent knowledge and skills.
  • Bachelor's degree or higher in a field related to business, or a related field.
  • Ability to demonstrate the Director competencies, including customer focus, integrity and trust, create vision and purpose, relationship management, organizational management, diversity, equity, and inclusion, leadership, and strategic resource management.
Preferred Qualifications
  • Experience leading and managing staff, ensuring budgets and finances are strategically managed and aligned with department-wide fiscal framework and targets.
  • Experience working at an organizational level with fraud prevention, detection, and/or investigation, and working with relevant state and federal laws, statutes, and regulations.
  • Experience innovating and using data to improve program performance and measure outcomes, and conducting investigations, assessments, and risk audits.
  • Experience or education around addressing racial equity, gender equity, LGBTQIA equity, neurodiversity equity, and differing ability equity.
  • Ability to communicate and engage effectively with employees at all levels of the organization, collaborate with internal and external partners, and lead through ambiguity and change.
