This is a Full-Time role (Monday through Friday) based on-site.

Position Summary: Under the guidance of the CEO, the Director of Finance is accountable for the financial oversight and accounting frameworks of the organization, ensuring that accurate financial data is readily available for management, staff, stakeholders, auditors, and the Board of Directors.

Osborn Family Health Center (OFHC), recognized as a Federally Qualified Health Center, is seeking a dedicated Director of Finance to guarantee that the Management and Board of Directors receive timely and dependable financial insights. This role is crucial for protecting OFHC's assets by implementing robust internal controls and supervising the functions of Accounts Payable, Accounts Receivable, General Ledger, Budgeting, Purchasing, and Payroll, along with cash flow and liquidity forecasts. Compensation will be aligned with experience, complemented by comprehensive benefits including health insurance and 403(b) participation.

Key Responsibilities:

  • Supervise and manage the finance department personnel, ensuring adherence to all reporting obligations and establishing appropriate segregation of duties while promoting cross-training within the department to enhance overall financial efficiency.
  • Analyze monthly budget versus actual reports for accuracy and relevance.
  • Advise agency leadership on the formulation of annual budgets.
  • Conduct interviews, recruit, assess, and oversee finance department staff to ensure optimal performance in accounting functions.
  • Ensure compliance with established accounting standards and maintain robust internal control measures.
  • Update and maintain the finance policies and procedures manual, ensuring compliance with current financial reporting standards and communicating necessary updates to relevant staff.
  • Establish effective internal accounting controls to protect OFHC's assets.
  • Manage and monitor cash flow to guarantee operational funding availability, keeping the Chief Financial Officer informed of cash flow status.
  • Collaborate with the CFO to coordinate the annual financial statement audit and Federal Single Audit, overseeing the preparation of all necessary documentation for timely completion.
  • Engage with external vendors for Medicare cost report responsibilities.
  • Assist the Chief Financial Officer with special projects as required.
  • Develop reimbursement rates for the agency through thorough cost data analysis and review of Federal and State regulations.
  • Support general audits as mandated by funding sources.
  • Oversee the annual submission of consolidated fiscal reports to the Department of Health and ensure the accuracy and completeness of all grant and cost report findings.
  • Possess a working knowledge of annual UDS filing.

Qualifications:

  • A minimum of a Bachelor's degree in Finance, Accounting, Business Management, or a related field.
  • A Master's degree and/or CPA designation is preferred.
  • 3-5+ years of experience in a senior finance role.
  • Proficient in various computer applications, with strong knowledge of general ledger software.
  • Extensive understanding of financial forecasting, accounting principles, and financial data analysis.
  • Exceptional interpersonal skills with the ability to cultivate and maintain professional relationships.
  • Strong verbal and written communication skills, with expertise in negotiation.
  • Advanced knowledge of accounting principles, spreadsheets, and databases.
  • Capability to multitask, prioritize, and delegate responsibilities effectively.
