Position Purpose:
This role is accountable for overseeing Human Resources functions within the Adult Rehabilitation Center (ARC), including the design, execution, and management of employee training initiatives.
Key Responsibilities:
- Ensure the organization and maintenance of ARC documentation, including medical, personnel, terminated, applicant, and driver files, adhering to Salvation Army policies and legal standards.
- Conduct data entry in ADP to accurately reflect new employee records, demographic updates, benefit enrollments, and other necessary transactions, ensuring the integrity of the ADP database.
- Collaborate with the Command HR Department to submit reports and secure Finance Board approval for new hires, status changes, and terminations.
- Investigate and document incidents, including injuries, accidents, OSHA reports, harassment, and other grievances, while maintaining communication with relevant stakeholders.
- Engage in Safety Committee meetings and initiatives, supporting the ARC's safety programs through the development of training plans and curricula that meet established requirements.
- Manage employee benefits, assisting staff with enrollment, claims, and related inquiries to guarantee timely benefit access.
- Provide guidance and support to the Administrator and management regarding personnel issues, including recruitment, retention, development, and organizational structure.
- Maintain precise payroll records utilizing the HRIS system provided by The Salvation Army, in line with company policies, and work with supervisors to ensure accurate timesheet management.
- Deliver HR training for management and supervisory personnel regularly to enhance leadership skills and ensure adherence to policies, including assisting with employee orientation.
- Oversee the Safe From Harm program, including training, reporting, audits, and inspections, ensuring compliance with program standards.
- In collaboration with the Center's accounting team, may assist with certain aspects of the payroll process.
- Perform additional responsibilities as assigned.
- Uphold the mission statement of The Salvation Army and the objectives of the Adult Rehabilitation Center.

Qualifications:
Education and Experience:
Associate degree with two years of experience in HR Management or Business Management, or a comparable combination of education and experience. Experience in office management and supervision is preferred. Familiarity with workers' compensation and OSHA regulations is advantageous.
Skills and Abilities:
- Ability to read, analyze, and interpret business correspondence, technical procedures, and regulations.
- Capability to write reports, business correspondence, and procedural manuals.
- Proficient in presenting information and addressing inquiries from groups of managers, administration, and employees in both written and verbal formats.
- Adept at solving practical problems and managing a variety of concrete variables in situations with limited standardization.
- Ability to interpret various instructions provided in written, oral, diagrammatic, or schedule form.
- Competence in applying concepts such as fractions, percentages, ratios, and proportions to practical scenarios.
- Proficiency in Microsoft Office software, particularly Excel.
- Familiarity with ADP timekeeping software is preferred.
No supervisory responsibilities.
