Position Overview: The Department of Health and Human Services is seeking a highly skilled professional to provide strategic leadership and guidance in the planning, design, development, testing, implementation, and maintenance of both server-based and personal computer-based information systems and applications aimed at enhancing operational efficiency.

Key Responsibilities:

  • Design and implement a comprehensive IT architecture that adheres to established standards of open computing, aligning with federal guidelines.
  • Organize and oversee branch functions, ensuring effective delegation of responsibilities to subordinate workgroup leaders while maintaining a skilled workforce through adequate training.
  • Deliver robust computational services, managing the implementation and provision of enterprise IT services, infrastructure, networks, software, systems, and specialized scientific applications.
  • Establish design standards and methodologies for application development.
  • Support and coordinate IT governance councils to identify emerging directions and requirements for the IT program.

Employment Conditions:

Qualifications:

To qualify for this position, candidates must possess:

  • Demonstrated IT-related experience through paid or unpaid work in either the private or public sector, or completion of intensive training that showcases competencies in:
    • Attention to Detail: Thoroughness in work and conscientiousness in detail orientation.
    • Customer Service: Ability to assess client needs and provide quality assistance.
    • Oral Communication: Proficiency in conveying information effectively to diverse audiences.
    • Problem Solving: Capability to identify issues and evaluate alternatives to make informed recommendations.

Additionally, candidates must have at least one year of specialized experience equivalent to the GS-14 level in the Federal service, typically gained in the IT field or through related tasks such as developing IT policies and procedures, coordinating IT services, and supervising staff.

Evaluation Process: Candidates will be evaluated based on their qualifications and competencies, including information technology policy and planning, enterprise architecture, systems analysis and design, information security, and supervision.

Additional Information: Selected candidates may be required to complete a supervisory trial or probationary period. This position is designated as essential, requiring availability for duty under various circumstances.
